  Rural information systems initiatives (RISIs) are ICT‐based projects intended to drive institutional change and reduce inequalities in rural communities. However, the extant information systems literature shows that many such initiatives paradoxically aggravate inequalities in other domains, but the literature provides little theoretical explanation of the mechanisms involved. This study addresses this gap from an affordance‐based institutional logics perspective. Specifically, it conceptualizes a RISI as an institution that embodies a dominant institutional logic, which shapes how technology affordances are perceived and enacted. This lens is applied to an interpretive case study of an e‐governance initiative implemented in village municipalities (i.e., village councils) in Nepal aimed at reducing knowledge inequalities in the municipalities. The initiative introduced a self‐assessment logic for evaluating local development work, which amplified existing knowledge and power inequalities over time. The case study surfaced two mechanisms through which RISIs may aggravate inequalities: (1) by impeding logic hybridization and (2) by activating discriminatory logics. These findings contribute to the theoretical understanding of RISIs and provide critical insights into the design and governance of ICT‐based initiatives in rural contexts.

  Recent scholarly works in Information and Communication Technology for Development (ICT4D)have emphasized a turn towards aspirations focused approaches to explain ICT-enabled societal change. Underlying these aspiration centric discourses are questions related to power: for instance, "who has power to aspire?" and "how do communities challenge false aspirations and create conditions for nurturing realistic aspirations?" However current work within ICT4D has weakly addressed these questions. We argue that they can be explored with the autonomous design approach as articulated in the works of Colombian anthropologist Arturo Escobar. Particularly, focused on the concept of autonomy and how it constitutes a community's capacity to aspire. We demonstrate this by building upon the concepts and empirical material from our ongoing research in a rural mountainous village in the Annapurna Region of Nepal.

  Digital technologies are increasingly used in global climate negotiations to enhance interaction and participation. However, global climate negotiations are characterized by paradoxes and tensions that complicate the resolution of the problem. Thus, the use of digital technologies can only be effective if orchestrated with an understanding of underlying global climate negotiations paradoxes. The objective of this paper is to identify research needs related to the intersection of global climate negotiations, paradoxes, and the use of digital technologies. We propose a research agenda based on paradoxes of global climate negotiations at different levels of online interaction. Two streams of research inform our research agenda: paradox theory and research on online communities. We illustrate our reasoning by discussing digital support for the United Nation's Conference of the Parties (COP) meetings for climate negotiations. The research agenda contributes to the digital governance field by sensitizing the community of the underlying paradoxes in global governance. The combination of online communities research and paradox theory offer novel guidance on complexity and potential challenges when applying digital technologies in global climate negotiations. Our research agenda can be used to develop appropriate response strategies as it highlights challenges in need of attention.

  In this paper we propose a framework to explain the possibilities of ICT in ICT4D. The PAR (Possibility, Action, Result) framework is based on the theoretical concepts of IS artifacts, affordances, and the capability approach, and is further refined by findings from an eGovernment project in Indonesia aiming to develop a digital platform to facilitate inclusive public debate for the citizens. The framework describes the process by which IS artifacts enable various action possibilities and choices. Furthermore, the framework shows how actors may realize their possibilities and choices, which in turn enhances their functioning. Our analysis also revealed the role of conversion factors, such as personal commitment and digital literacy, that hindered the actors' ability to actualize the possibilities of ICT. We make three main contributions. First, the PAR framework explains the process by which ICT can enhance individual and collective capabilities. Second, the concept of IS artifacts describes the perception of ICT possibilities and choices in the ICT4D context. Third, the process of feedback explains how an outcome of an action can lead to perception of new affordances.

  Purpose – The purpose of this study is to investigate the motivations of undergraduate students in choosing to study the information systems (IS) program and explore gender differences in students’ motivations. Design/methodology/approach – This study examines the results of an online survey of undergraduate IS students at a public university in Norway. An online survey was used to collect the data from undergraduate students who enrolled in an introductory IS course. T-test was used to test the differences between male and female students. Findings – The results identified that career-related factors such as job availability and job security were the two most prominent factors for both male and female students to choose IS. The results also show that male and female students have essentially similar motivations to choose IS. There were only two significant differences found between female and male students in the perceptions of the importance of factors that influence the decision to choose IS: “personal interest in subject matter” and “ease of study topics.” Male students rated the importance of personal interest and ease of study topics significantly higher than female students. Originality/value – Despite the fact that Norway is a highly digitalized and gender-equal country, women are still underrepresented in IT-related jobs and higher education studies. Findings from this study will help to understand the motivations of students in choosing IS and gender differences in their motivations in a highly gender-equal and digitalized European country.

  Purpose: The purpose of this paper is to address the gender digital divide through the adoption of information and communication technologies (ICTs) by reviewing existing knowledge within the field. This paper explores the characteristics and factors contributing to the gender digital divide. To bridge the gender digital divide, it is important to understand the factors behind gender differences in ICT access and use. Design/methodology/approach: In this study, the systematic literature review was conducted in accordance with the preferred reporting items for systematic reviews and meta-analyses (PRISMA) approach. In total, 24 articles were selected and analysed with using PRISMA steps. Findings: Despite a significant increase in usage of the internet and other ICTs around the world, women, especially in developing countries, tend to be on the wrong side of the digital divide. The results indicate that while there are still gender differences in access to ICT in developing countries, second-level digital divide issues are more of a concern in developed countries. In the literature, several important factors have been identified as being associated with the gender digital divide. The results highlight the importance of implementable policies to bridge the gender digital divide, as well as how sociocultural factors play an important role in explaining the gender digital divide phenomenon. Originality/value: By identifying the gender digital divide studies’ characteristics and factors contributing to the gender digital divide, the authors provide an overview of the existing research, allowing us to discuss future research needs within the field. The authors argue that more research is needed to understand how to better address the sociocultural factors affecting the gender digital divide, to understand why equal access seems not to result in equal use and, to understand the consequences of the COVID-19 pandemic on the gender digital divide.

  In this paper, we present a comprehensive and distilled model that can help researchers to 1) enter the e-government field, 2) understand what the field mainly studies in a distilled way, and 3) reflect on further research in the field. Departing from Steven Alter’s (2013) work systems theory and particularly his work systems framework (WSF), we introduce a framework for understanding e-government work systems (i.e., the eGovWSF). We distil the basic core of e-government work systems through an interpretative and hermeneutic approach by building on previous research and theorizations made in information systems and e-government research. We unpack the eGovWSF into 12 main elements; discuss their role as internal, semi-external, and external to e-government work systems; and reflect on the connections between these elements. Thus, contributions include a conceptual discussion on e-government’s core subject matter, the framework’s applicability, and future research needs.

  Our teaching case introduces the story of how the Italian Five Star Movement used digital technologies in the growth from a personal blog discussing politics back in 2005 to the most voted party in the Italian election in 2018, becoming part of the government. The Italian Five Star Movement is among the largest eParticipation initiatives globally. It is (almost) totally organized through the use of digital platforms. Members form online communities and are continuously invited to discuss and make decisions that end up into Italian politics. Adopting a chronological perspective, we describe the development of the Italian Five Star Movement, focusing on their use of digital technologies at various stages and for various purposes. The case illustrates the growth of online communities and the advent of a social movement organization within the political sphere, and how to organize for members to discuss and make political decisions online. Furthermore, it demonstrates the growth of online communities and opportunities and challenges faced with such a quick progress.

  Widely available digital technologies are empowering citizens who are increasingly well informed and involved in numerous water, climate, and environmental challenges. Citizen science can serve many different purposes, from the “pleasure of doing science” to complementing observations, increasing scientific literacy, and supporting collaborative behaviour to solve specific water management problems. Still, procedures on how to incorporate citizens’ knowledge effectively to inform policy and decision- making are lagging behind. Moreover, general conceptual frameworks are unavailable, preventing the widespread uptake of citizen science approaches for more participatory cross-sectorial water governance. In this work, we identify the shared constituents, interfaces, and interlinkages between hydrological sciences and other academic and non-academic disciplines in addressing water issues. Our goal is to conceptualize a transdisciplinary framework for valuing citizen science and advancing the hydrological sciences. Joint efforts between hydrological, computer, and social sciences are envisaged for integrating human sensing and behavioural mechanisms into the framework. Expanding opportunities of online communities complement the fundamental value of on-site surveying and indigenous knowledge. This work is promoted by the Citizens AND HYdrology (CANDHY) Working Group established by the International Association of Hydrological Sciences (IAHS).

  Scholars have been increasingly studying Online Communities (OCs) for a variety of purposes, focusing on issues like individual motivation, knowledge sharing, and governance structure. Few studies focused on the entanglement among technology, people, and organizational structures that support working dynamics within OCs. This paper addresses this issue by exploring causal mechanisms sustaining the collective actions of OCs through a retroduction process. Based on the study of the OC of an Italian political movement, the Five Star Movement, the concept of affordance is involved to describe the generative mechanisms and new affordances are identified on collective action within OCs. Our work contributes to a deeper understanding of the OCs phenomenon, explaining how the different components (people, technology, and organization) interact within a specific mechanism to achieve a specific result.

  Purpose Despite the potential of social media, it has proven difficult to get people actively involved in the decision-making processes. There is a need for more research on how stakeholders manage and use social media to communicate. Thus, we examine major stakeholders’ communication preferences in eParticipation initiatives and discuss how this affects the public sphere. Design/methodology/approach The study was conducted as a qualitative case study. Data sources include interviews, social media content, document analysis and field notes. Findings Communication preferences of stakeholders vary according to their salience level. Stakeholders with higher salience are less likely to participate in social media, while those who are less salient will use every available medium to gain influence. This challenges the opportunity to create a traditional public sphere in social media. Research limitations/implications We contribute to a better understanding of who participates in social media and why. Stakeholder salience analysis shows that in the case of citizen-initiated eParticipation, social media cannot be seen as a Habermasian public sphere. Practical implications We suggest two approaches for government officials’ handling of social media: 1) to treat social media as a channel for input and knowledge about the concerns of citizen groups and 2) to integrate social media in the formal processes of decision making in order to develop consultative statements on specific policy issues. Originality/value Our findings extend current knowledge of the public sphere by adding the stakeholder perspective in addition to existing evaluative models of the public sphere.

  The aim of participatory development (PD) in the context of using Information and Communication Technologies (ICT) for development (ICT4D) is to empower underprivileged communities and disadvantaged segments of the stakeholders. The literature on ICT4D is replete with empirical evidence showing that ICT interventions often fail since they are often externally initiated, with very limited involvement from the affected (Heeks, 2002). Clearly, the principles and concepts of PD are relevant to ICT4D. However, we should not consider PD a panacea but need to understand the caveats and processes by which PD happens. Questions to ask include: What are the various challenges in PD? Who are the relevant stakeholders? Why and how do actors enrol in the project? How do we create sustainable ICT4D projects through PD? To understand these research questions, we present a case analysis of a project in Nepal called the Nepal Wireless Networking Project (NWNP). Investigating the specific initiatives that they enabled, telemedicine, education and jobs, we propose that the key participants in the NWNP were activist actors and the affected and that activists drew upon existing Social Capital to enrol the affected through a process explained by Actor Network Theory (ANT). In the process, they built other forms of Social Capital, which in turn extended the benefits of PD to several mountain villages.

  Information and Communication Technology (ICT) use is becoming an ever more popular way to involve citizens in political decision making. And yet, despite their recently increasing number, few eParticipation initiatives have achieved their intended aims. If nothing else, this shows that the internal processes, challenges and opportunities of using ICT to engage citizens in politics deserve further examination. The present paper attempts to undertake such an investigation by analysing Italy's Five Star Movement, a mass-eParticipation-based political organisation recently founded by private citizens. Using an interpretive case-study approach, this paper assesses the goals, participation, technology use, internal governance, external consequences, and challenges endemic to employing ICT in citizen engagement, to answer the following question: what consequences, challenges and opportunities does mass-eParticipation present to organisational stakeholders? Results of the study bring to light several additional research questions whose answers will surely advance the current discourse on eParticipation, and they also provide practical guidance and direction for those launching eParticipation initiatives.

  we present findings from our study of the alternative news site “Sørlandsnyhetene”, which was set up before the 2019 local elections. Sørlandsnyhetene mainly covered the city of Kristiansand in the Agder region of Norway. We have performed a qualitative content analysis of the site and analyzed it according to traditional criteria for deliberation. As expected, Sørlandsnyhetene does not do well when compared to traditional deliberative ideals. However, the site was (and remains) highly popular as an alternative to the established media in the region. Thus, we lean towards understanding this phenomenon as an alternative news source, created due to a lack of trust in established media and the political parties of the city.

  This doctoral thesis explains the role of social media within eParticipation from the perspective of politicians in the Indonesian context using the Technology Affordance and Constraints Theory (TACT) as a lens. Previous research findings into citizens’ perceptions of social media in eParticipation have been ambivalent; namely, social media can both encourage and discourage the democratic process depending on where, when, and how it is used. Furthermore, there is little understanding of the role of social media in influencing decision-making in the democratic process from the politicians’ perspective. Thus, my research is focused on gaining a more in-depth understanding of the role of social media in eParticipation from perspective of politicians through three main research questions: (1) How do politicians use social media for eParticipation purposes? (2) What are the constraints of social media use within eParticipation? and (3) What are the conditions needed for social media affordance acutalization to take place?
