  Synergies between fleet management enterprise systems and traffic control systems for information sharing and collaborative planning can contribute to significant improvements to operational efficiency, safety and environmental impact. This paper provides a synthesis of the extant body of research on synergies between fleet management and traffic control systems identifying five key topics in prior research and suggesting research directions. The findings are based on a systematic literature review and topic modelling with the use of natural language processing (Latent Dirichlet Allocation). The five topics identified are related to: hazardous goods transportation, environment and emissions, position tracking and navigation technologies, traffic management and fleet operations´ optimization. The two most frequent topics link to social responsibility (minimizing accidents during hazardous goods transportation and minimizing environmental impact) indicating the relevance of this area of research to sustainability. Despite the strong potential for synergies between intelligent transportation systems and enterprise fleet management systems, the review identified a paucity of research on the coordination between real-time fleet management and traffic control measures (e.g. ramp metering, route guidance, variable speed limits and signal control).

  This study outlines essential elements needed to develop a Health Data Marketplace (HDM) by building upon an existing data platform in Norway. A comprehensive framework is proposed that accounts for technical, legal, financial, and additional considerations. The results highlight the pivotal roles of key HDM actors - Marketplace Operators, Marketplace Users, and Legal Authorities - and emphasize critical enablers such as Data Standardization, Interoperability, Integration, Security, Trust, and Legal Frameworks.   This research paper explores Human-AI Collaboration in public services, focusing on the needs and understanding of AI among caseworkers in a public welfare organisation dealing with sick leave cases. Conducting a foresight study with 19 caseworkers we identify roles that AI systems can take contributing to improved services for citizens, more fulfilling everyday work for caseworkers and more efficient use of public resources. Our research delves into the entirety of tasks involved in sick leave case handling expanding beyond the digital touchpoints between humans and AI. It goes beyond human-AI interaction to encompass the broader scope of collaboration between humans and machines as joint cognitive systems and suggests thinking of AI as a collaborator that undertakes specific roles.

  This research employs Value-Sensitive Design (VSD) to investigate the user values associated with smartwatch use, with the objective of integrating these values into the design process. The study aims to provide insights that balance technical opportunities with ethical design responsibilities. An empirical investigation was performed collecting data through interviews with smartwatch users, developing a novel smartwatch prototype and organizing iterative feedback sessions. A key finding is that several of the values deemed important by researchers have limited significance for actual users emphasizing the need for designers to accommodate immediate user needs and also, introduce novel features to raise awareness. Future research directions include interventionist approaches to explore end-user customization options to accommodate individual needs and evolving user preferences.

  Scholars acknowledge that achieving societal impact should be a key aim of research. However, societal impact usually becomes tangible only long after research completion, so that scholars can hardly report its evidence in a research article, if it is to be published in a timely manner. Interventionist research methods that involve engagement with stakeholders to generate solutions for real-world problem situations can provide a path towards direct societal impact. We argue that achieving such impact requires effective engagement with careful attention to the timing of engagement and inclusiveness of stakeholders – drawing on examples from our own research projects. Our analyses suggest that the research team needs to make choices to structure engagement efforts across research phases spanning problem definition, solution design, and solution evaluation. These choices define a space of possibilities that a research team can navigate based on considerations of access, research setting, research approach, and researcher expertise. We map these to three specific interventionist research approaches: Action Research, Clinical Research, and Action Design Research to highlight the alternatives. The paper concludes by pointing out that interventionist approaches can create favorable conditions but require the judicious exercise of choices by the research team to generate outcomes with direct societal impact.

  Enterprise architecture (EA) is a systematic approach used for designing and implementing changes in technological systems and processes to improve organizational performance and align technology with business. This paper unpacks the process through which EA moves from strategic-level endorsement to diffusion across organizations. The insights provided are based on a longitudinal case study within the Norwegian hospital sector. An institutional work lens is adopted to analyze the purposeful activities carried out to introduce EA in Norwegian hospitals providing a granular view on diffusion. The paper provides a rich description of the institutional work employed by the key actors involved mapping them to different turns in EA’s trajectory. Drawing from this analysis, we contribute to Information Systems literature with a conceptual model that illustrates how institutional work can mitigate the challenges of moving from the strategic-level endorsement of novelty to its diffusion and institutionalization smoothing downturns along the way. The findings indicate ways to facilitate the introduction of EA within complex organizations, providing insights for practitioners involved in EA initiatives, and advancing extant EA research through an institutional perspective.

  The adoption of Artificial Intelligence (AI) by the public sector has the potential to improve service delivery. However, the risks related to AI are significant and citizen concerns have halted several AI initiatives. In this paper we report findings from an empirical study on citizens´ attitudes towards AI use in public services in Norway. We found a generally positive attitude and identified three factors contributing to this: a) the high level of trust in government; b) the reassurance provided by having humans in the loop; c) the perceived transparency into processes, data used for AI models and models´ inner workings. We interpret these findings through the lens of social contract theory and show how the introduction of AI in public services is subject to the social contract power dynamics. Our study contributes to research by foregrounding the government-citizen relationship and has implications for public sector AI practice.

  As artificial intelligence (AI) is increasingly used in various industries, it becomes crucial for organizations to enhance their capabilities and maturity in adopting AI responsibly. This paper employs a mixed-method approach that combines topic modeling with manual content analysis to provide a comprehensive review of the literature on AI maturity and readiness. The review encompasses an extensive corpus of 1451 papers, identifying the main themes and topics within this body of literature. Based on these findings, a subset of papers was selected and further analyzed to identify AI capabilities utilizing a sociotechnical lens. This further analysis led to the identification of foundational and responsible AI (RAI) capabilities. These capabilities have been integrated in a sociotechnical framework of capabilities for AI maturity models providing valuable insights for organizations and AI service providers and a basis for further research.

  This paper investigates data governance empirically by conducting a retrospective study of the ten-year evolution of a national digital service for personal health data in Norway. We show how data governance unfolds over time as data become shared and itinerant across multiple actors. Building on our findings, we introduce the concept of data governance spaces to refer to the authorized relationships among multiple actors, which specify the boundaries of decision-making authority, rights, roles, and responsibilities around data processing. We contribute to the literature on data governance by distinguishing between a) authority multiplication, where data are handed over to other actors to serve diverse purposes triggering horizontal dynamics, and b) actor subordination, where authorities delegate data handling for uniform purposes triggering vertical dynamics. Overall, the paper extends prior research by showing how data governance unfolds beyond intra-, or inter-organizational boundaries and shifts attention to data’s pivotal role, and the purposes for which data are collected, shared or used across multiple actors

  Responsible AI (RAI) is an emerging topic in the Information Systems (IS) literature. RAI entails ensuring ethical, transparent, and accountable use of AI technologies in line with societal values, expectations, and norms. The challenge for research on IS education at university level is to accompany the growing research on RAI with approaches to educate students about this emerging theme. Research on IS education on responsible AI remains scarce to date, however. We ask: How can we design a course to educate students about responsible AI? We build on earlier research and an experiential learning-based approach to propose a course design promoting students’ multidisciplinary, problem-based learning about RAI applied to the case of public welfare services. Our study is based on participatory observations of student groups and group interviews after a project, acting as an arena where the students could reflect on the learning process and evolving awareness of RAI.

  The combination of chatbots with live chats supported by human agents creates a new type of man-machine coordination problem. Prior research on chatbot interactions has focused mostly on the interaction between end users and chatbots and there is limited research on the interaction between human chat agents and chatbots. This study aims to fill this gap contributing to the body of research on coordinating humans and artificial conversational agents by addressing the Research Question: How can the handover between chatbots and chat employees be handled to ensure good user experience?   With technology advancements within the field of AI there has been an increased interest in chatbots used for e-government services. Despite this increased interest, there is a knowledge gap in terms of what contributes to the satisfaction with e-government chatbots. To fill this gap, this study investigates factors affecting the satisfaction and use of chatbots from a citizen perspective. To this end, this study builds on the Information Systems success model, by exam- ining the role of key critical antecedents (i.e., information quality, system quality, service quality) and extends it by considering the role citizens’ trusting beliefs and perceived empowerment when using e-government chatbots, in order to explain citizens’ satisfaction and intention to use chatbots. A model that captures the mul- tidimensional and interdependent nature of chatbot success is suggested and tested on data collected from 105 users of e-government chatbots in Norway. The find- ings indicate that information and service quality positively influence the degree of trusting beliefs by the citizens while all three quality dimensions positively influence empowerment perceived by citizens. The degree of trusting beliefs and empowerment positively affect satisfaction, while satisfaction positively affects intention to use. This study identifies the impact of quality dimensions on trusting beliefs and empowerment and is the first study to investigate both empowerment and trusting beliefs in the context of e-government chatbots.

  Advancements in human/AI interactions led to smartification of public services via the use of chatbots. Here, we present findings from a clinical inquiry research project in a key public service organisation in Norway. In this project, researchers and practitioners worked together to generate insights on the action possibilities offered to human service agents by chatbots and the potential for creating hybrid human/AI service teams. The project sensitised service agents to discover affordances based on their actual practices, rather than on the predefined use of chatbots. The different affordances identified can be useful for practitioners who design and deploy chatbot-based services. The action possibilities afforded by chatbots provide new ways for service agents and chatbots to work as a team addressing citizens’ needs. Drawing from the whole research process, we offer three lessons learned from the Norwegian Government on human/AI partnerships, theory-based interventions, and institutionalised collaborative research that can be useful for researchers that want to engage with practice and organisations that want to evolve their technology use, stimulate innovation, and engage with research.

  Implementing national public healthcare information infrastructures are often challenging, this is even more so in the global south. In this paper we offer an analysis of a successful development and introduction of a national healthcare information system. The MIPRES was developed by the Colombian Ministry of Health as a web application for the prescription of high-cost technologies (drugs and devices), but over time grew to become the backbone of a renewed digital healthcare information infrastructure. Through a qualitative empirical study, informed by information infrastructure theory, we document the emergence and evolution of MIPRES and analyse both the contextual conditions and strategic choices that led to its success.

  Abstract. Platformization is transforming the way work is organized in a variety of businesses. The CSCW literature contains substantial amount of research on platforms, but this research to date has mainly been focusing on two-sided global platforms such as social media, on-demand labor, and crowdsourcing platforms. In many European countries, platformization of traditional organizations, both private and public, is well underway and accelerated by the pandemic. Platformization as a process can affect how we design systems –i.e. the platform itself and its peripheral applications and customizations –and how we use platforms for collaboration. Through this workshop we want to engage academics and practitioners in a discussion of the platformization of collaborative work in organizations. Topics include but are not limited to platform design and development, platformization processes, and platforms and work practice evolution. The socio-technical nature of platforms indicates that working across disciplines has become crucial for platform research. We therefore invite participants from all relevant disciplines.

  The organisational adoption and use of Enterprise Architecture (EA) are pursued by enterprises aiming to improve their digital services and overall performance by aligning IT with processes. Nevertheless, despite the increasing interest in EA, it is still not widely used. Prior research provides explanations of institutional elements enabling or inhibiting EA adoption and use but does not provide concrete suggestions on facilitating EA adoption. This paper suggests different types of institutional work that can strengthen the use of EA, addressing central challenges met by EA initiatives. Specifically, the paper presents evidence from a longitudinal case study on the introduction of EA in the hospital sector in Norway. We show how institutional work can mitigate the inherent challenges of EA initiatives and thereby speed-up and strengthen the use of EA in organisations.

  Abstract. The present study advances our understanding of human-AI interactions, by identifying and analyzing chatbot affordances in prior research. The results of this review consolidate research findings on chatbots’ affordances, which must be taken into consideration when chatbot-based services are designed and deployed. Specifically, the review of state-of-the-art literature led to the identification of nine high level affordances: Human Like Conversing, Assistance Provision, Facilitation, Distilling Information, Enriching Information, Context Identification, Personalization, Fostering Familiarity and Ensuring Privacy. Our contribution is twofold. First, we map the chatbot affordances identified in prior research and group them in higher-level, overarching affordances through a thematic analysis.   The multiplicity of actors and the opacity of technologies involved in data management, algorithm crafting and systems´ development for the deployment of Artificial Intelligence (AI) in healthcare create governance challenges. This study analyzes extant AI governance research in the context of healthcare focusing on accountability, transparency and explainability. We find that a significant part of this body of research lacks conceptual clarity and that the relationship between accountability, transparency and explainability is not fully explored. We also find that papers written back in the 1980s, identify and discuss many of the issues that are currently discussed. Up to today, most published research is only conceptual and brings contributions in the form of frameworks and guidelines that need to be further investigated empirically.

  Enterprise architecture (EA) is a systematic way of designing, planning, and implementing process and technology changes to address the complexity of information system (IS) landscapes. EA is operationalized when architecture visions move towards realization through concrete projects. We report a case study on the dynamics of operationalizing EA in the Norwegian hospital sector by exploring different EA project trajectories. Our empirical context is an institutionally pluralistic setting where multiple logics coexist. We show that the distinct logic of EA is added to the institutional context and we find that tensions among existing medical, technical, and managerial logics and EA principles and assumptions emerge. We contribute to the under‐researched topic of EA operationalization by suggesting a model that demonstrates how the meeting of multiple institutional logics can lead to varying degrees of differentiation or even disassociation from EA visions during decision‐taking in projects. Furthermore, we advance extant research on IS projects' implementation in institutionally pluralistic settings by providing an empirical account of actors' interactions and project leadership arrangements that contribute to the persistence of coexisting logics in a dynamic equilibrium.

  Extant literature has increased our understanding of the multifaceted nature of the digital divide, showing that it entails more than access to information and communication resources. Research indicates that digital inequality mirrors to a significant extent offline inequality related to socioeconomic resources. Bridging digital divides is critical for sustainable digitalized societies. Ιn this paper, we present a literature review of Information Systems research on the digital divide within settings with advanced technological infrastructures and economies over the last decade (2010–2020). The review results are organized in a concept matrix mapping contributing factors and measures for crossing the divides. Building on the results, we elaborate a research agenda that proposes [1] extending established models of digital inequalities with new variables and use of theory, [2] critically examining the effects of digital divide interventions, and [3] better linking digital divide research with research on sustainability.

  Cloud enterprise resource planning (ERP) solutions allow organizations to support and coordinate key business processes by leveraging virtualization. Nevertheless, moving ERPs to the cloud is not straightforward, and organizational cloud ERP initiatives raise multiple concerns. We conducted an in-depth systematic review of relevant research literature and identified six key concerns related to cloud ERP implementation: a) the introduction of new ERP work arrangements, launch b) the migration of legacy data, c) the assurance of compliance with extant rules and regulations for security, d) the continuous alignment between ERP functionality and business processes, e) the ongoing integration between ERPs and the rest of the organization’s application portfolio, and f) the establishment of adequate reliability levels. The identified concerns are associated with both transition management and operations supported by cloud ERPs. All the identified concerns are also related to the need to achieve infrastructural embeddedness. This need sets ERPs apart from other types of cloud-based applications, such as office automation solutions that do not have as many dependencies and exchanges with other systems and repositories within an organization’s information infrastructure. We argue that the challenge of embeddedness has different implications for organizations of different sizes, and we call for further empirical research.

  Employee information security practices are pivotal to prevent, detect, and respond to security incidents. This paper synthesizes insights from research on challenges related to employee information security practices and measures to address them. The challenges identified are associated to idiosyncratic aspects of communities and individuals within organizations (culture and personal characteristics) and to systemic aspects of organizations (procedural and structural arrangements). The measures identified aim to enhance systemic capabilities and to adapt security mechanisms to the idiosyncratic characteristics and are categorized as: (a) measures of training and awareness, (b) measures of organizational support, (c) measures of rewards and penalties. Further research is needed to explore the dynamics related to how challenges emerge, develop, and get addressed over time and also, to explore the interplay between systemic and idiosyncratic aspects.   Uncertainty and the pursuit of new ventures are intricately linked. Digital technologies open up new ways for uncertainty handling in the pursuit of novelty. In this paper, we develop a process model that traces the dynamics among uncertainty, digitally enabled tactics, and organizational novelty. The model points to the potential of technologies that are evocative, disposable, and responsive for venturing in complex, uncertainty-ridden contexts. Our research builds on extant conceptualizations of complexity in innovation journeys, in conjunction with perspectives on effectual entrepreneurial tactics. Empirically, we investigate uncertainty handling through a longitudinal case study on an in-house venture for the introduction of novel electronic services for patients in a major university hospital. Our research provides insight into the processes through which intrapreneurs handle uncertainty by leveraging the potential of digital technologies. The paper offers theoretical implications for the digital intrapreneurship literature.

  The resurgence of Artificial Intelligence (AI) raises concerns related to the risk of introducing opaque solutions and deferring responsibility to black-boxed systems. This paper suggests re-contextualising extant sociotechnical design principles to deliver AI-infused systems that enhance human agency without removing human responsibility. Specifically, Cherns´ principles for regulating variance, boundaries and authority and Clegg´s principles for coordinating tasks, processes and attitudes are used. These principles are introduced in an empirical study within a public service organization in Norway that is exploring artificial intelligence to deliver more efficient services to citizens while being committed to doing it responsibly. The design principles can support practitioners engaged in the introduction of AI in organisations, and serve researchers that aim to conceptualize and develop processes for accountability by design.

  Realizing the potential of digital technologies in hospital care requires collaborative innovation among multiple actors both within and beyond hospitals. Our research investigates the question: what does it take to foster collaborative innovation within a traditionally siloed and closed health information infrastructure? Empirical findings are derived from three cases, which we analyze by focusing on how innovation relates to interfaces with hospitals’ information infrastructures. We draw on literature on digital platforms and innovation ecosystems and focus on the notion of boundary resources to characterize these innovation interfaces. While this notion has mainly addressed the concerns of platform owners for ‘securing’ and ‘resourcing’ their platforms, our analysis also points to resources related to peripheral actors’ needs, specifically ‘discovering’ and ‘vesting’ resources. Discovering resources assist innovators in making sense of possibilities and limitations, while vesting resources relate to value appropriation. These resources are crucial for collaborative innovation in existing hospital information infrastructures.

  This paper describes key requirements for digital innovation readiness in the public healthcare sector. Collaborative innovation models, where internal and external innovators contribute their ideas and solutions put certain requirements to the organization and ICT infrastructure of health organizations. To explore these requirements, we conducted an empirical case study of a collaborative digital innovation project from its concept stage towards implementation. Our study identifies key technical and organizational resources needed to facilitate innovation, and it therefore has implications for what resources and capabilities need to become part of the healthcare information infrastructure to enable collaborative digital innovation.

  Enterprise Architecture allows addressing technologies and processes in a holistic way and mirrors choices related to process standardization and data integration. It has the potential to address long-standing problems in health information systems related to fragmented IT portfolios, immature IT infrastructures, and silo-structured organizing.Nevertheless, uptake of Enterprise Architecture in hospitals has been slow. To understand the issues related to this slow uptake we have undertaken an interview study with architects and managers. The issues identified reveal a level of incongruence between healthcare as a domain and the practice of EA. Specifically, by analyzing the experiences of architects and managers we identified four different areas of such incongruence that create the need to reconcile a) Bottom-up vs. Top-down Planning b) Clinical vs. Systems´ knowledge, c) Local vs. Global Arrangements and d) Patient Safety vs. Patient Privacy. Building on prior related research we propose ways for resolving the incongruence issues identified.

  This paper reports a systematic literature review that explores challenges related to information security practices in organizations and the ways these challenges are managed to avoid security breaches. We focused on empirical evidence from extant research studies and identified four general challenges re-lated to: (1) security rules and procedures, (2) individual and personal risks, (3) culture and security awareness, and (4) organizational and power relations. To manage these risks, nine measures were prominent in the selected studies. Training and organizational collaboration across the hierarchical levels were widely used to enhance the security culture. In addition, awareness campaigns for the work-force, as well as continuously measuring and improving security initiatives were highly recommended. Our literature review points to the socio-technical aspects of information security. Although many or-ganizations have both administrative and technical infrastructures in place, they must also think about employee attitudes, knowledge, and behavior. Information systems research towards this direction needs to be further developed. More qualitative studies are needed for exploring how to develop a culture of security awareness and for gaining insights on how security rules and training courses can become more appealing and accessible.

  In this paper, we report about a multilevel case study on the introduction of enterprise architecture (EA) in the Norwegian hospital sector. We utilize institutional logics as a theoretical lens, focusing on the enterprise architects’ logics that are underexplored in information systems research. We have collected empirical evidence at national (macro), regional (meso), and local (micro) levels. The findings are classified into nine categories with illustrative statements from the informants, demonstrating their reasoning about the contributions of EA. Furthermore, we identify tensions between enterprise architects and managers and between enterprise architects and medical actors, which indicate the co-existence of multiple competing institutional logics. The most prominent tension is the paradox of EA—demands for local flexibility and autonomy at the micro level versus the predefined rules and standardization that EA imposes across all levels — which makes the institutionalizing process challenging. The enterprise architect logics demonstrate similarities and differences across the various levels, indicating heterogeneity. We conclude this paper with a suggested persona of the enterprise architect, which illustrates the empirical findings.

  Remote diagnostic systems extend the flows of information and knowledge across boundaries. Such systems not only have the potential to spawn new forms of boundary-spanning involving novel interactions among previously unconnected actors, but also to alter existing boundaries as they alter the frequency, and intensity of existing interactions. Remote diagnostic systems enable monitoring and diagnosis at a distance. Remote diagnostics are introduced in different domains ranging from the energy sector, manufacturing and transportation to healthcare. The introduction of remote diagnostics in healthcare is especially interesting as these rapidly evolving digital technologies are driving the emergence of new forms of care and new organizational arrangements. These technological innovations are contributing to further transformations of a domain where the introduction of technologies is reconfiguring occupational boundaries.

  Although autonomy is a key characteristic of AI technologies, very few IS research papers on AI are explicit about technology autonomy. Autonomy relates to the ability of the technology to learn and develop apt behaviours for currently unforeseen contexts and also, to the magnitude of action-potential delegated to the technology. Technologies may be allowed to act independently, or under supervision, or only under specific constraints. Both dimensions of autonomy are important and need to be further unpacked. Computers that can learn without being explicitly programmed are frequently using machine learning models that are opaque and difficult for people to understand. Furthermore, action taking frequently includes utility judgements under unclear circumstances. The dimensions of autonomy bring forward the need for addressing different aspects of AI accountability during technology design and when defining the organisational arrangements for its appropriation.
