Sammendrag
As Artificial Intelligence (AI) increasingly integrates into all areas of our lives, promising innovations as well as fueling dystopian scenarios, a responsible design of such technology emerges as an urgent societal topic to explore. This doctoral thesis investigates Human-Centered Artificial Intelligence (HCAI) as a promising approach to address this challenge, specifically in the public sector. A human-centered approach to AI foregrounds human needs and values, fostering the understanding that technology is created to support and augment humans, not render them superfluous.
To operationalize specific recommendations for HCAI systems, design principles have been established as a suitable tool across various disciplines. They aim to bridge the gap between abstract theoretical concepts and practical implementation, guiding the design, development, and deployment of AI technologies. Recognizing the limitations of existing commercially driven guidelines, this research dives into the unique landscape of the public sector, exploring the overarching research question: What are Human-Centered AI Design Principles for public services?
Engaging directly with citizens and public servants through Action Design Research and applying a Social Contract Theory lens, the study uncovers critical insights into the perceptions, expectations, and ethical considerations regarding AI systems in public services. The thesis proposes a set of HCAI design principles, aiming to ensure AI serves humanity thoughtfully, ethically, and effectively in public services, benefiting individuals and society alike.
