Financial framework:
- KD's Financing model: the individual institution in the university sector.
- UiA’s internal budget distribution model: the individual unit at UiA
Internal budget distribution at UiA
UiA economic funds, which are distributed internally are based on which activities we have, the results and the strategic measures.

The model functions in the following way
- Relative distribution: The total limit is given / determined by the board - distribution based on the distribution criterions.
- Although a faculty does well as last year, it does not mean that they will get the same amount.
- The unit price is decided by the management: Allocation per units – the total frame will vary.
- If one does the same as last year, they get the same amount (adjusted for wage and price inflation).
- Combination of relative/ unit price. For example, a part of it is based on unit price and the rest are based on relative distribution.
- Real budgeting: Allocation till special measures are mainly real- budgeted
- Eg: House rent, energy.
Basis – studies
Allocation per subject (the subject model)
- Fixed part: (Price per pcs.) X (png) = Allocation (Price per year 2018: NOK 13,872). Fixed part has an open frame with unit prices.
- Variable part: (estimated stud. Met for exams) x (ant. Stp) x (study category) = variable points. It has been assumed here that the framework is set, so that the real value of the point value is at least maintained from the previous year.
The point value 2018: NOK 206.32

Basic – research education
Allocation for research educations:
- Variable allocation: unit price per student who are active on a project.
- 124,000 per student
- Additional of 89,000 per student on mechatronics.
Allocations are given for 3 years per student.
Basis – professor / lecturer and other first positions
Professor /lecturer get 10% more than other first positions.
- The framework is allocated according to the faculty's relative proportion of years worked in the position categories, professor and lecturer.
2018: NOK 78,346 per FTEs.
Other first positions:
- The framework is distributed according to the faculty's relative proportion of years worked in other first positions.
2018: NOK 71,224 pr. FTEs
Basis – special costs and investments
- Special allocations that are not salaries or ordinary office costs. One or multi-annual. Not necessarily directly related to the strategy, but are important nevertheless.
- Both faculties and public services have such allocations.
- The special costs that are tied up in long-term agreements or are mandatory, they are separated into a budget-technical unit for a full-budgeted special expense. Ex. rent, energy etc.
Basis – shared services
- basic funds for the shared services are allocated based on a salary and price-adjusted historical framework adjusted for any activity adjustments.
- the management explicitly takes a position on all extensions and services.
Results – studies
Teaching: unit price is budgeted
- Number of units. per subject x study category = result points
- The faculty's score points are multiplied by a score value that gives the award.
- The point value for 2018: NOK 199, -
Exchange: unit price is budgeted
- It is allocated NOK 10,000 (2018) per student exchanged (3 months or more). The amount is distributed between the Department of Studies and the faculties. Distributed in the following manner - 20/80). For exchange students in teacher education, the allocation is divided between the Department of Studies, the faculties and the Department of Teacher Education in the following manner - (20/60/20).
Graduated PhD's own programmes: unit price is budgeted
- The number of completed degrees at UiA's own programmes gives a credit to the faculties of NOK 200,000. In addition, a bonus of NOK 100,000 is given for students who take the course in 3 years (net time) and NOK 50,000 for 3.5 years (net time).
Results – R&D and dissemination
The framework was distributed in 2018 as follows:
- Turnover EU: Kr.1,003 pcs price (100% of KD's rate)
- Level-1: Kr. 3,000
- Level-2: Kr. 6,000
Central pot which distributes to the faculties based on reporting to the Research Administration Department. An addition is made for publications in Aura (Open Access).
Relative distribution:
The framework is regulated in parallel with the changes in the UiA's allocation in the research initiative.
- Achieved publication points 80% (NOK 20.5 million)
- Turnover BOA / EFV 10% (NOK 2.6 million)
- Communications 10% (NOK 2.6 million)
Strategies
Faculties
Funds for salaries and operations of allocated positions for PhD candidates and postdoctoral fellows.
The following allocations provide a framework for other strategic measures:
- Core funding
- Priority research environments
- Earmarked allocations
- Guidelines for the use of these funds are provided in the allocation letter
Other Units
- Funds for specific measures approved by the board
Reserves
- Central reserves approved by the Board
Avsetninger
- sentrale avsetninger vedtatt av styret
Disposition regulations
General rules for allocation and financial reporting
Allocation
Funding without specific guidelines
- The unit board distributes the unrestricted funds according to the unit’s internally adopted principles for distribution.
- The unit decides on the creation of projects and activities based on its own needs for management and follow-up.
Specific cost allocations
- Funds allocated based on the faculty’s/unit’s input on specific costs cannot be reallocated.
- All specific cost allocations must be accounted for under the designated project number.
Fully budgeted allocations:
- Any necessary over- or under-expenditure will be addressed by the university board with the required budget increase or reduction.
Partially budgeted allocations:
- Over-expenditure is typically not covered by the university board and must be financed from the unit's unrestricted funds.
- Under-expenditure may be carried forward to the next year, depending on the status of the specific project/activity. For completed projects/activities, under-expenditure will likely be reclaimed.
Investment funds
- Funds allocated based on the unit’s input on investment funds must be managed under the designated project number and cannot be reallocated or used to cover operational expenses.
- The funds cannot be reassigned to other investments without agreement from the university director.
- The unit’s annual unspecified investment allocation should be used for ongoing investments in disciplines with specific equipment needs.
Strategic allocations
- Strategic allocations must generally align with the unit’s strategic plan.
- Their use must be considered in relation to the unit’s other allocations.
- Strategic allocations may be supplemented with other available funds within the unit, provided these do not have specific restrictions that conflict with their use.
PhD candidates
- Funds for PhD candidates cannot be reallocated.
Other strategic funds
- Strategic funds cannot be reallocated for regular operational expenses.
- Use of these funds must align with the unit’s strategic goals.
Note: Funds must be recorded in the correct reporting group (B10) or transferred to other reporting groups as needed.
