(The Basic Collective Agreement. Section 2.5.3)
1. The parties may engage in negotiations on special grounds in the following cases:
a) significant changes have occurred in the circumstances on which the determination of positions/employee’s salaries was based.
Note:
Negotiation demands based on point 1a) above should be documented by a job description/job evaluation or information that otherwise enables the measurement of changes in assigned tasks and duties.
b) Measures planned or implemented lead to increased efficiency, productivity, simplification, or improved user orientation. The employer defines the goals of the measure and the size of the allocation. The parties negotiate the distribution of the allocation among the employees who have contributed to the measure.
c) Reorganization/organizational changes has been implemented where two or more organizations/operational units have merged, resulting in unjustifiable salary differences. Negotiations will depend on the budgetary resources available.
2. By agreement with the union representatives, temporary or permanent salary changes may be granted to an employee, or groups of employees, when there are difficulties in recruiting or retaining specially qualified workforce, or as recognition for extraordinary work effort. If the parties do not reach an agreement, the dispute cannot be appealed. The employer’s final offer shall then apply. A protocol shall be prepared from the meeting.
3. Where identified pay disparities cannot be explained by anything other than gender, the employer shall, in consultation with the union representatives rectify the salary differences in accordance with section 21 of the Equality and Anti-Discrimination Act. A protocol shall be drawn up at the meeting.
At UiA, the following clarifications have been agreed upon with regards to section 2.5.3. of the Basic Collective Agreement:

Upon promotion to professor/docent, a salary increase of 8 % is normally granted.
The effective date of the salary increase is the first of the following month after submission.
In special cases, the employer may in agreement with the union representatives, grant additional salary steps/amounts. In determining whether such special cases exist, an overall assessment must be made, considering factors such as previous salary placement, gender equality, whether there are difficulties in recruiting or retaining qualified employees within the relevant field, and whether the subject area is an important strategic priority for UiA.
Salary change is subject to the regulations in point 2 of section 2.5.3. of the Basic Collective Agreement.
The effective date of additional salary steps/amounts will be stated in the protocol.
Salary change upon obtaining a vocational certificate:
Obtaining a vocational certificate qualifies for a salary increase equivalent to 3 salary steps.
Salary change for teaching excellence:
The University Board awards the status “merited teacher” (merittert underviser). This qualifies for a salary increase of 4 %, from the month following the Board’s decision.
Salary change is subject to the regulations in point 2 of section 2.5.3. of the Basic Collective Agreement.
Determining salary for fixed-term appointments:
When employees in fixed-term appointments return to their former post at UiA, a new salary can be negotiated.

Salary change with conditions:
In certain cases, the employer may, in agreement with the union representatives, grant an annual amount on the conditions that the employee obtains the position of professor/docent within a certain agreed-upon timeframe. It must be stated in the protocols that failure to meet the condition will result in the withdrawal of the amount.
Salary change is subject to the regulations in point 2 of section 2.5.3. of the Basic Collective Agreement. Retaining qualified workforce within the relevant field, or where the field itself is an important strategic priority for UiA, special cases for such agreements exist.
