What are negotiations?

In negotiations, conflicts of interest must be balanced and resolved in a strategic process. Negotiations hold a power not found in discussions.

Minutes of the negotiations must be kept. If the parties do not agree, the dispute can be brought before either the relevant ministry or a court composed of the parties. The employer does not have managerial prerogative.

Examples of matters that should be negotiated:

  • Area plan and reallocation
  • Major internal organisational changes that result in redeployment of employees and equipment if the organisational chart changes, and the change is permanent
  • Allocation of welfare funds
  • Personnel regulations
  • Salary

See section 19 of the Basic Agreement for the Civil Service (in Norwegian only)
