  Purpose – This short paper builds on and critiques work presenting potential non-disasters: disasters that did not seem to happen despite a major hazard. Previous work does not differentiate among different types of potential non-disasters. This short paper uses local information to propose three categories according to reasons for vulnerability being low or absent. These proposed categories are used to critique the construct of “potential non-disasters”. Design/methodology/approach – This short paper uses a subjective approach to examples of potential non-disasters in 2022, focusing on local information that describes what happened. This information is applied and analysed for the three proposed categories using examples from Japan, Nepal, the Philippines and Vietnam. Such comparisons are useful for critiquing “potential non-disasters”, by understanding better local approaches and information available for reporting on situations that could be disasters. Findings – Potential non-disasters remain relevant for exploring mechanisms, tools and actions for educating about vulnerability causes and vulnerability reduction to avert disasters. Limitations are evident by relying on media reports, even local ones with local authors. A suggestion is to implement a grant programme for collecting data immediately after a major hazard without an evident, major disaster. Additionally, an annual report and critique of each year’s potential non-disasters, categorised and analysed, would help to evidence the presence and limits of the “potential non-disaster” construct. Originality/value – This short paper contributes a much deeper theoretical dive into understanding potential non-disasters, both describing them and the drawbacks of the construct. To practitioners, the construct now offers more avenues for actions while illustrating their effectiveness in reducing vulnerabilities. Thus, this paper supports multiple, linked pathways towards more non-disasters.

  Little is known on how community-based responses to planetary health crises, such as the COVID-19 pandemic, can integrate concerns about livelihoods, equity, health, wellbeing, and the environment. We used a translocal learning approach to co-develop insights on community-based responses to complex health and environmental and economic crises with leaders from five organisations working with communities at the front line of intersecting planetary health challenges in Finland, India, Kenya, Peru, and the USA. Translocal learning supports collective knowledge production across different localities in ways that value local perspectives but transcend national boundaries. There were three main findings from the translocal learning process. First, thanks to their proximity to the communities they served, community-based organisations (CBOs) can quickly identify the ways in which COVID-19 might worsen existing social and health inequities. Second, localised CBO actions are key to supporting communities with unique challenges in the face of systemic planetary health crises. Third, CBOs can develop rights-based, ecologically-minded actions responding to local priorities and mobilising available resources. Our findings show how solutions to planetary health might come from small-scale community initiatives that are well connected within and across contexts. Locally-focused globally-aware actions should be harnessed through greater recognition, funding, and networking opportunities. Globally, planetary health initiatives should be supported by applying the principles of subsidiarity and translocalism.

  Islands are often defined with respect to their physicality, namely small pieces of land surrounded by water. One inherent assumption is that islands can be defined distinctly from other geographic entities, such as the often-presumed dichotomies of island-mainland and land-water. This vocabulary is imbued with political meaning, especially that the opposite of an island is apparently the “main land”. Island studies challenges these notions, reinterpreting them in contemporary political domains, with one framing being interstitiality. From this baseline and drawing on some political geography work, this paper argues that the interstitial island is principally a political construction. Islands are, or at minimum can be, multiple forms of interstices, but they are very much created as such—whether inadvertently, deliberately, or a combination—making the island a political interstice. This paper follows this line of reasoning by selecting two characteristics discussed in island studies and geography with respect to islandness: separation and connection. The result is to explore separation and connection as interstitial, demonstrating that politics infuses the discussions, conceptualisations, and practicalities of the interstitial island, although this situation is not necessarily detrimental. Philosophically and practically, many advantages result from constructing the island as a political interstice, suggesting that island interstitiality has far more political than physical value.

  How can governing digital health for infectious disease outbreaks be enhanced? In many ways, the COVID-19 pandemic has simultaneously represented both the potential and marked limitations of digital health practices for infectious disease outbreaks. During the pandemic’s initial stages, states along with Big Data and Big Tech actors unleashed a scope of both established and experimental digital technologies for tracking infections, hospitalisations, and deaths from COVID-19 – and sometimes exposure to the virus SARS-CoV-2. Despite the proliferation of these technologies at the global level, transnational and cross-border integration, and cooperation within digital health responses to COVID-19 often faltered, while digital health regulations were fragmented, contested, and uncoordinated. This article presents a critiquing reflection of approaches to conceptualising, understanding, and implementing digital health for infectious disease outbreaks, observed from COVID-19 and previous examples. In assessing the strengths and limitations of existing practices of governing digital health for infectious disease outbreaks, this article particularly examines ‘informal’ digital health to build upon and consider how digitised responses to addressing and governing infectious disease outbreaks may be reconceptualised, revisited, or revised.

  Important development partners encouraged and supported the development of Caribbean islands’ recent action plans and targets on climate change and health. These developments are part of larger global trends around mainstreaming climate change adaptation into national health policy. Including community voices is crucial, yet the responsiveness of regional and national processes around climate change adaptation and health governance to local community concerns is poorly understood. This case study in rural Trinidad and Tobago sought to contribute to better understanding community led action on health and climate change adaptation by investigating community groups’ perceptions of the challenges faced and addressed by their community. The study contributes to climate change adaptation and health debates in three main ways. First, it develops a conceptual framework around agency in the context of health and climate change adaptation in community groups and local spaces. Second, it fills a gap in the literature by registering the voices and perspectives of coastal community groups regarding their development priorities in the context of climate change adaptation and health. Third, using the lens of agency, it highlights the disconnect between local voices and the urgency around the mainstreaming of climate change adaptation and health into regional and national climate change adaptation policies. This study contributes to wider debates around the power of external agents to shape local discourses and policy. The results contrast dominant global narratives underlying recent regional and national policies and suggest that this area is still one where there may be a disconnect between local development priorities and international policy.

  The COVID-19 pandemic and pandemic-related measures have impacted the lives and work-related activities of Antarctic researchers. To explore these impacts, we designed, piloted and disseminated an online survey in English, Russian, Spanish and Chinese in late 2020 and early 2021. The survey explored how the pandemic affected the productivity of Antarctic researchers, their career prospects and their mental wellbeing. Findings exposed patterns of inequities. For instance, of the 406 unique responses to the survey, women appeared to have been affected more adversely than men, especially in relation to mental health, and early-career researchers were disadvantaged more than their mid- or late-career colleagues. Overall, a third of the research participants reported at least one major negative impact from the pandemic on their mental health. Approximately half of the participants also mentioned that the COVID-19 pandemic had some positive effects, especially in terms of the advantages that working from home brought and opportunities to attend events, network or benefit from training workshops online. We conclude with a series of recommendations for science administrators and policymakers to mitigate the most serious adverse impacts of the pandemic on Antarctic research communities, with implications for other contexts where scientific activities are conducted under extreme circumstances.

  Land Body Ecologies (LBE) is a global, transdisciplinary research group seeking to understand the mental health dimensions of minority, Indigenous and other land-dependent communities’ relationship to ecologies in a changing environment. We posit that our project is a successful case of global transdisciplinary collaboration that can serve as an example for others. In this paper we present: (1) an overview of our project structure across various disciplines and geographies; (2) a description of how we manage day-to-day operations and decision-making; (3) details of how we operationalise collaboration through examples from three key areas − creative methodologies, language considerations and authorship; (4) a discussion on strengths and limitations of the project.

  In 2010, southern Iceland’s Eyjafjallajokull ¨ volcano erupted, releasing ash that spread across Europe. Due to its potential to damage aircraft, much of European airspace was closed for six days. Known problems were brought to the forefront regarding the anticipation of and response to systemic risks. To contribute a deeper understanding of this situation, this paper explores this disaster through its fundamental causes and cascading impacts, highlighting perspectives from disaster risk reduction, complexity sciences, and health in order to support analysis and resolution of systemic risks. Two principal future directions emerge from this work. First, how to manage dependency on air travel. Second, how to think about and act to avert future calamities.

  Islandness is a contested concept, not just between disciplines but also cultures, entangled with what islands,island studies, and island identity are understood to be. The purpose of this article is to explore some of thesedifferent meanings, without necessarily unifying or reconciling them, with the aim of keeping multipleunderstandings of islandness in creative tension. We begin by considering islandness as smallness, recognizingthat though many entry points into island studies relate to size in some way, what constitutes small is dependenton both context and worldview. Next, we consider islandness as culture, and the concept of island identity,which is expressed in varied forms. Finally, we consider framings of islands as others, and the extent to whichcontemporary narratives linked to islands are really inherent to islands or not. Ultimately, we conclude thatalthough there is much to be gained from appreciating differing understandings of islandness, these multiplemeanings make it critical to reflect on context wherever the term is used, and exercise care in assigningattributes and outcomes to islandness.Key Words: identity, islandness, islands, island studies, narratives.

  Islands are at the center of discourses on climate change. Yet despite extensive work on diverse island systems in a changing climate, we still lack an understanding of climate change-related responses amongst islands and what shifting from what might be called “tinkering” (perhaps heat warnings) to “transformational” adaptation (perhaps relocation) means for these vastly dierent landmasses which are often grouped together by default. Through a systematic review of the climate change adaptation scientific literature, this paper critically reflects on how considering islands as a homogenous ensemble and the use of buzzwords such as “transformational adaptation” may be problematic for diverse island realities under climate change. Our findings show that the adaptation evidence base actually provides literature on contrasting island types and cultural and political contexts, including Small Island Developing States as well as other island territories. This study finds research gaps with respect to regions (e.g., South America, Africa, and Mediterranean) and that there is overall both little evidence of and a lack of context-specific definitions of transformational adaptation in island contexts. The adaptation literature does not yet fully reflect the experiences or needs of islands regarding transitions and transformations throughout history.

  This study investigates the potential recognition and engagement of the natural environment as an important factor in strategic investment decisions by accommodation suppliers in a small island context. The investigation, based on empirical data from two Thai islands, Koh Tao and Koh Phi Phi, contributes to the debate if the environment, by focusing on climate change, can be identified as a primary stakeholder for accommodation suppliers. The findings show that strategic investment decisions are influenced by impacts commonly associated with climate change, although a conscious recognition of climate change as a strategic stakeholder or important factor in strategic investment decisions could not be confirmed. Conversely, the element of unconsciousness in the process of recognising climate change in investment decisions sparks questions regarding the degree to which the recognition of business stakeholders requires being a conscious process and if the focus on investments could be another element for stakeholder identification frameworks for businesses.

  Environmental sustainability and inclusive engagement have had numerous interpretations over the past decades, with small island states being at the forefront of seeking and applying multiple approaches. This short review selects key peer-reviewed papers from 2020 to mid-2022 on the topic of inclusive engagement for environmental sustainability in small island states. It particularly focuses on and presents different approaches to and representations of inclusive engagement, environmental sustainability and their intersection. Much is obscured through complicated jargon and processes, in terms of knowledge systems valued, wordings expressed and underlying assumptions. Nonetheless, many of the papers selected provide important and beneficial contributions to support depth in and action for key aspects that have not always been fully recognised or applied in science or in practice.

  Community groups are taking initiatives to adapt to a changing climate. These organizations differ from businesses and governments by being non-profit, often informal, resource limited, and reliant on volunteer labor. How these organizations facilitate collective action is not well known, especially since they do not necessarily solve common pool resource governance, but rather improve common pool resources through collective action. In fact, at first glance, community groups seem to not have the means for solving collective action problems used routinely in industry and government, such as paying people for cooperation or punishing them for lack of it. This article investigates how community groups solve collective action problems though data gathered across 25 organizations in three sites – Sitka, Alaska, USA; Toco, Trinidad; and a global site of distributed citizen science organizations. We found that community groups used positive reinforcement methods common to industry and used little punishment. Groups also engaged in mechanisms for collective action, such as relying on altruistic contributions by few individuals, that generally are not considered commonplace in businesses and governments. We conclude by discussing implications from this study for collective action theory and for how policymakers might learn from community groups to address climate change.

  Cholera outbreaks significantly contribute to disease mortality and morbidity in low- and middle-income countries. Cholera outbreaks have several social and environmental risk factors and extreme conditions can act as catalysts. A social extreme with known links to infectious disease outbreaks is conflict, causing disruption to services, loss of income and displacement. Here, we used the self-controlled case series method in a novel application and found that conflict increased the risk of cholera in Nigeria by 3.6 times and 19.7% of cholera outbreaks were attributable to conflict. In the Democratic Republic of Congo (DRC), conflict increased the risk of cholera by 2.6 times and 12.3% of cholera outbreaks were attributable to conflict. Our results highlight the importance of rapid and sufficient assistance during conflict-related cholera outbreaks, while also working towards conflict resolution and addressing pre-existing vulnerabilities such as poverty and access to healthcare. Article Summary Line Conflict significantly increased the risk of cholera outbreaks in Nigeria and the Democratic Republic of Congo and pre-existing vulnerabilities and conflict resolution should be a top priority to protect health.

  Purpose This short paper compiles some potential disasters that might not have happened in 2021 even though a major hazard occurred. No definitive statements are made of what did or did not transpire in each instance. Instead, the material offers a pedagogical and communications approach, especially to encourage deeper investigation and critique into what are and are not labelled as disasters and non-disasters—and the consequences of this labelling. Design/methodology/approach This short paper adopts a subjective approach to describing situations in 2021 in which a hazard was evident, but a disaster might not have resulted. Brief explanations are provided with some evidence and reasoning, to be used in teaching and science communication for deeper examination, verification and critique. Findings Examples exist in which hazards could have become disasters, but disasters might not have manifested, ostensibly due to disaster risk reduction. Reaching firm conclusions about so-called “non-disasters” is less straightforward. Originality/value Many reports rank the seemingly worst disasters while research often compares a disaster investigated with the apparently worst disasters previously experienced. This short paper instead provides possible ways of teaching and communicating potential non-disasters. It offers an approach for applying lessons to encourage action on disaster risk reduction, while recognising challenges with the labels “non-disaster”, “success” and “positive news”.

  This article proposes an urban governance framework for including environmental migrants in sustainable cities. It outlines the links among environmental migration, vulnerability, and sustainability, showing how vulnerability and sustainability are not about the environment or the human condition as snapshots in space and time, but rather are long-term, multi-scalar, ever-evolving processes. This theoretical baseline is followed by a description of some practical approaches already applied for including environmental migrants in sustainable cities. The wide variety and lack of cohesion justifies the need for a framework, leading to three principal characteristics of a governance framework suitable for addressing vulnerability and environmental migration for urban sustainability: horizontally and vertically networked, inclusive, and evidence-based. As the framework’s three dimensions represent principles or overarching structural solutions rather than presenting operational guidance, the concluding discussion covers the framework’s limitations and a research agenda.

  The role that culture plays in the way different groups experience, respond to, and recover from disasters has been widely discussed. Yet, while there is a considerable (and growing) literature of case study evidence for the need to account for culture in disasters, comparatively few studies take a long-term perspective on cultural interactions with disasters, resulting in a lack of exploration into the diachronic nature of these cultural responses, both past and present. The literature that does exist tends also to focus either on western cultures or on groups that pursue highly traditional livelihoods. Communities that call on elements of both local or vernacular knowledge and scientific or external knowledge are underrepresented. This article presents an examination of cultural responses to tropical cyclones on Mauritius Island in the South West Indian Ocean over the long-term. We combine historical archive and contemporary interview data to uncover an extensive history of cultural responses to cyclones in Mauritius, including revealing the use of local knowledge, early warning signs, and superstitions surrounding cyclones in early Mauritian history and today. Our research refutes the portrayal of isolated ‘episodes’ of cultural responses to cyclones, such as the reports of ‘mass hysteria’ following tropical cyclone Hollanda in February 1994, when a considerable proportion of Mauritians believed that a werewolf or loup garou was terrorising villagers. Whilst this experience has been portrayed – both at the time and currently – as an embarrassing and one-off incident, we show that this is rather part of a long pattern of cultural responses to tropical cyclones. Our results therefore have implications for how cyclones and disasters are understood and experienced.

  Background: Vibrio cholerae is a water-borne pathogen with a global burden estimate at 1.4 to 4.0 million annual cases. Over 94% of these cases are reported in Africa and more research is needed to understand cholera dynamics in the region. Cholera data are lacking, mainly due to reporting issues, creating barriers for widespread research on cholera epidemiology and management in Africa. Main body: Here, we present datasets that were created to help address this gap, collating freely available subnational cholera data for Nigeria and the Democratic Republic of Congo. The data were collated from a variety of English and French publicly available sources, including the World Health Organization, PubMed, UNICEF, EM-DAT, the Nigerian CDC and peer-reviewed literature. These data include information on cases, deaths, age, gender, oral cholera vaccination, risk factors and interventions. Conclusion: These datasets can facilitate qualitative, quantitative and mixed methods research in these two high burden countries to assist in public health planning. The data can be used in collaboration with organisations in the two countries, which have also collected data or undertaking research. By making the data and methods available, we aim to encourage their use and further data collection and compilation to help improve the data gaps for cholera in Africa.

  Background In the past decades, climate change has been impacting human lives and health via extreme weather and climate events and alterations in labour capacity, food security, and the prevalence and geographical distribution of infectious diseases across the globe. Climate change and health indicators (CCHIs) are workable tools designed to capture the complex set of interdependent interactions through which climate change is affecting human health. Since 2015, a novel sub-set of CCHIs, focusing on climate change impacts, exposures, and vulnerability indicators (CCIEVIs) has been developed, refined, and integrated by Working Group 1 of the “Lancet Countdown: Tracking Progress on Health and Climate Change”, an international collaboration across disciplines that include climate, geography, epidemiology, occupation health, and economics. Discussion This research in practice article is a reflective narrative documenting how we have developed CCIEVIs as a discrete set of quantifiable indicators that are updated annually to provide the most recent picture of climate change’s impacts on human health. In our experience, the main challenge was to define globally relevant indicators that also have local relevance and as such can support decision making across multiple spatial scales. We found a hazard, exposure, and vulnerability framework to be effective in this regard. We here describe how we used such a framework to define CCIEVIs based on both data availability and the indicators’ relevance to climate change and human health. We also report on how CCIEVIs have been improved and added to, detailing the underlying data and methods, and in doing so provide the defining quality criteria for Lancet Countdown CCIEVIs. Conclusions Our experience shows that CCIEVIs can effectively contribute to a world-wide monitoring system that aims to track, communicate, and harness evidence on climate-induced health impacts towards effective intervention strategies. An ongoing challenge is how to improve CCIEVIs so that the description of the linkages between climate change and human health can become more and more comprehensive.

  Since the declaration of COVID-19 as a pandemic in March 2020, significant research and attention has focused on countries’ abilities and interests in enacting response measures to the spread of the coronavirus including lockdowns, travel restrictions, and vaccination programmes to contain infections, hospitalisations, and deaths. As the pandemic has continued, much discussion has also centred on the ability of islands to control borders, enact public health measures, and keep the virus out or controlled, owing in part to presumed islandness characteristics of isolation and remoteness. Drawing from ongoing empirical examples of island experiences in the context of COVID-19, this article examines to what extent islandness impacts health concerns and health responses within aspects of global health security and health systems. In considering how islands around the world have been implementing health security measures regarding COVID-19, linkages or suggested linkages among islands, global health security, and pandemics indicate the lack of exceptionality of islands and archipelagos. That is, how islandness or lack thereof is managed ends up being far more important for global health security outcomes than islandness itself.

  Svalbard’s geographical positioning, environmental characteristics and multinational population make it conducive for considering informality and multinational cooperation in disaster risk reduction and response. Most research examining disaster risks and disasters for Svalbard has focused on Norwegian efforts in and for the main settlement of Longyearbyen, with none covering Svalbard’s second-largest settlement of Barentsburg. This paper addresses this gap by analysing how 21 Barentsburg residents deal with disasters. We conducted semi-structured interviews, visually aided by the revised PRISM (Pictorial Representation of Illness and Self Measure) tool, to examine interviewees’ disaster perceptions, sources for disaster-related information and learning, and formal and informal sources for dealing with disaster risks and disasters. Our findings suggest that, despite being risk-aware, Barentsburg interviewees consider the settlement, and Svalbard as a whole, to be safe. The explanation is their faith in the existing disaster-related mechanisms, made up of both local Russian entities and the Norwegian rescue services, especially Svalbard’s governor (Sysselmesteren). Interviewees rely significantly on Russian and Norwegian informal actors and relationships for disaster-related information. These findings suggest that alongside formal approaches, informality may play a significant role in dealing with disasters in Barentsburg, which itself might serve as a platform for international cooperation.
