With the advancement of technology organizations are becoming increasingly dependent on successful deployment of information systems. To deal with the IS complexity, developers require competence. However, the question “What is competence?” is still a topic of further deliberation in general, and in IS field in particular. Contemporary research critiques the concept of competence as confined to a narrow and instrumental view, for instance just as application of skills and knowledge. The narrow and instrumental view of competence does not give full attention to the information systems developers nor to the situations where the competence is enacted. To enhance the understanding of competence, we critically analyze the prevailing concepts of competence in general and in particular within the IS field. Based on the results of our analysis we propose an expansion of the concept competence to include ‘competence-as-skilful-coping’ based on a holistic perspective where developers ‘being-in-the-world’ act appropriately in unique and complex contexts. Such contexts may involve the developers of the systems, the users of IS-es to be developed, related information systems, manual routines, and the technology used. We present and analyze a case searching for the suggested concept of ‘competence-as-skilful-coping’.

Information Systems (IS) are playing an increasingly important role in every society through supporting more complex business processes that in turn demand more advanced Information Systems. Educating systems developers that are able to develop the more advanced ISs therefore becomes an important task. The focus of this paper is therefore how to design a learning environment for educating systems developers. The underlying research question is why a project based learning environment is a successful learning arena. We analyze and discuss findings from a case study of a learning environment in the third semester of a bachelor program. We use philosophical hermeneutics for a qualitative analysis of students’ reflection logs. The analysis of the data led to a special focus on the role of encounters and subsequent episodes in the students’ learning processes. One major finding was that the students report situations where encounters that were not planned, took place and had a positive influence on the reported learning. Another major finding was that episodes, the time span between the encounters, gave room for hermeneutic circles after the new understanding the students experienced in the encounters. Some implications of the findings are that episodes are important, not only as periods of time between the encounters but as a room for learning processes that took place after or between encounters, thus complementing the role of encounters as described in philosophical hermeneutics. The episodes made room for reflections and learning, and in turn, also opened for emerging encounters that challenged the pre-understanding of the students and in that way provided new learning opportunities. The students experienced and reported challenging situations that proved to ripen their competence not only in IS development but also in their possibilities for handling new and unexpected situations when working on development projects.

This paper seeks to answer the following two questions: Which management factors have great effect on the management performance of telework teams? and How should management choose suitable team members for telework? The research will use experimental methods for exploring the novel topic of management performance of telework teams. The experimental design, implementation and result analysis will be done by using a computer experimental system we developed. The experimental research results show that an effective way of improving management performance of telework teams relates to the positive and the negative degrees of psychological factors, team factors, ethical factors and individual background. The experimental research results also show that some people are more suitable for telework than others.

This paper investigates the relationships that unfold between an actor?s competence, methods, and practice during information systems development (ISD). The data was gathered in a case study of a successful ISD in a Norwegian municipality. In theory, competence, methods, and practice are separate and clearly distinct elements. In actual ISD, however, the three elements form close and integrated relationships. While previous research has addressed some of the relationships between competence, methods, and practice, researchers have yet to describe fully how the three elements relate to and influence each other. This paper?s main contribution is a new and more detailed understanding of the tight and intrinsic relationships between competence, methods, and practice and how the three elements dynamically influence each other during ISD processes. The result is a deeper understanding of the ISD process that will help systems developers better establish, monitor, and succeed in their ISD projects.

The research on information systems development methods have by large acknowledged that there is a significant difference between a method and the use of a method and that the use of a method depends on the situation, the developers, and other contingencies. In this paper we extend this research and focus in particular on the relationship between actors¿ competences and their use of methods. We argue that the distinction between actors¿ competence and methods is too simplistic and we need to explain the relationship better. We seek to do that through a case study of successful information systems development. In this case we identify a central situation where a variety of competences are exercised and methods used. We then analyze the intertwining of competences and methods. Based on this case study we discuss the character of the intertwining process and how different actors relate to different methods. The paper¿s contribution is an expansion of the Method-in-action model proposed by Fitzgerald et al. (2002).

Portals have emerged as strategically important for organizations that want to keep track of and present different types of documents like text, picture, audio and video in a dynamic and integrated fashion to a wide range of users. At the same time portals provide challenges both for the designers, the content providers and the project managers of portal projects. The focus of this paper is project management of portal projects and the challenges a project manager may encounter. Some of the challenges relate to organizational changes, often radical and necessary changes, in order to utilize the portal technology fully. One important change is the delegation of responsibility both for what to publish, how to publish and maintain, and when to remove the information. Another challenge is the information design of the portal related both to the presentation of the information for users and how the internal users can publish their material in a meaningful work situation.

Developing, using, and managing Information Systems requires competence. Research has defined competence in different ways. Some writers even discuss competence as a ?fuzzy concept? that is difficult to define. This paper researches competence as it is described in literature in the information systems development field and discusses the ontological and epistemological assumptions of this competence. This is done through a literature study that first takes a general view of competence and then contextualize it to the IS context. The review shows that competence is not clearly and precisely defined and that it is contextual. A contribution of this paper is the discussion on the underlying ontological and epistemological assumptions of competence in the literature in the ISD field. Consequences for Information Systems Development (ISD) and education of systems developers are suggested.

The ontological questions ‘What is ICT?’ and ‘What is development?’ are described and documented in literature. Similarly, methodological approaches for understanding how ICT leads to development or for measuring the impact of ICT are described. However, explaining ‘why’ ICT works or not in the contexts of developing countries needs further investigation. We propose a critical realism based methodological approach for answering the above mentioned ‘why’-question. The core of a critical realism based approach is to identify the underlying mechanism(s) that may explain a phenomenon of why ICT leads to development. We demonstrate the proposed methodology through applying it on a case in an ICT4D context from Nepal.

UNDERSTANDING THE PROBLEM–INNOVATION IN THE WELFARE SECTOR THROUGH ACTION DESIGN RESEARCH.

Action design research is a method to produce knowledge and solve real-world problems through developing innovative IT/IS artifacts. However, the method does not provide detailed guidance in the early stages of the problem formulation. This makes the initial problem formulation process challenging, especially in situations of innovating new artifacts in complex settings. The paper explores how the Work Systems (WS) snapshot can be used as a tool for identifying and understanding a problem
domain. The study leans on a project that focuses on the welfare sector and the transition from school to employment for persons with intellectual disability. The study shows that the WS snapshot can provide some basic guidance and structure in such situations and that user journeys can assist in communicating the findings. The complexity of the welfare sector demands that significant time is spend on understanding not only the problem domain itself but also its surrounding settings.

Cross-cultural Teleworking Virtual Team and Its Management.

This paper proposes the new concept of ?Cross-cultural Teleworking Virtual Team? (short for CTV team) and commences the new topic on the study of the CTV team management, aiming at dealing with the fuzzy intension of the relevant concepts of CTV team and solving the lagging situation of CTV team management theory behind its management practice. Based on the extant team management theories and combining them with behavioral science theory and management experiments theory, the paper explores the management problems and management mechanism of CTV teams, and constructs the study framework and management system of CTV team management. The paper analyzes the research background and status quo of CTV team management, and discusses its research contents and research methodology. The study is significant to establish and develop Chinese CTV teams, raise their management competence, speed up their exploitation of international markets, and cultivate new export commodity brands.

Research on information systems development methods has by and large acknowledged a significant difference between a method and its use and that the use depends on the situation and the developers, as well as other contingencies. We extend this research and focus in particular on the relationship between actors? competencies and their deployment of methods, arguing that this relationship is described over-simplistically and needs a better explanation. Through a case study of a successful information systems development project we identify some central situations where a variety of competencies and methods are exercised. Emphasising the intertwining of competencies and methods, we discuss the character of the intertwining process, how different actors relate to different methods, and how methods may be part of the problem rather than part of the solution to challenges in information systems development. The paper suggests elements for a new model for explaining actors? competencies and their use of methods.

This paper discusses use of competence and methods in practice developing an integrated informationsystem to be used by a local municipality. Requirement specifications seem to be dynamic through the development process. Even if the actors in this case study had both domain knowledge and experience and used methods in practice communication seems to be difficult leading to unnecessary functions being made and surprises in usage of the new system. The local municipality arranged demo-days to reveal what the vendors could deliver and what they could not deliver. Parts of the development was a pilot installation where the vendor and the customer worked together to make big changes to the modules. Interview data suggests that the customer?s representatives was not aware that they were participating in this kind of development.

Skapende teater og utvikling av informasjonsssytemer - Likheter og forskjeller i prosess og produkt.

Skapende teater og systemutvikling kan synes som svært forskjellige fagområder. Produktene fra de to prosessene henvender seg til forskjellige brukergrupper og kan tilsynelatende ha forskjellig hensikt og bruk. Likevel er det to begreper som finnes i begge fagområdene, nemlig prosess og produkt. I denne artikkelen sammenligner vi både prosessene som brukes og produktene som utvikles innen de nevnte fagområdene. Vi forsøker å få tak på grunnleggende temaer som ligger under prosessene for å sammenlignedem. Vi finner mange likheter med det som foregår i utviklingen av produktene. Produktene, en teateropptreden og et informasjonssystem kan umiddelbart synes svært forskjellige. Vår diskusjon viser at det også her er mange likheter. Konklusjonene i denneartikkelen kan være nyttige iutdanning av studenter innen begge fagområdene og at fagområdene kan både lære av hverandre og samarbeide for å gjøre utdanningen bedre.

This paper presents a case study on actor’s competence and practice in analysis activities in systems development. It examines the relationship between actors’ competence and practice. The study is based on semi-structured interviews with the project leader and systems developers in the project. It describes a fixed price information systems development (ISD) project with a 100 % overrun in use of man hours. Six categories emerge in the study: domain knowledge, systems development skills, experience, contract, prototype, and system test. These are grouped in main categories and the relationship between them is analyzed. The analysis supports existing theory especially regarding communication between systems developers and users in ISD. The resultscontribute also to more detailed knowledge about the relationship between actors’ competence and specific situations and contextual constraints in an ISD context. The study suggests that the relationship between actors’ competence and these situations/constraints is what the literature calls practice. This opens for further research about this relationship.

Competence is needed in performing tasks. Nurses are working with patients and using IKT in their work. Systems Analysists and Designers (SADs) use Systems Developement Methodologies (SDM) as an aid in the analysis and developement process when they develope infirmation systems. In both contexts the actors face ethical dilemmas. In this paper we explicate some of the dilemmaes these actors may face in their contexts. Even nurses and SADS work in different contexts there are still similarities in the ethical challenge they meet.

Competence and Systems Development Methodologies.

Competence is something that both individuals and groups of individuals may have. Systems Analysts and Designers use Systems Development Methodologies (SDM) as an aid in the analysis and development process. SDMs could be viewed both as vehicles for explicating needed competence for carrying out the tasks and activities related to the System development (SD) process, and as vehicles for learning and developing new competencies. Competence is a many faceted concept. The way it is dealt with in various SDMs varies considerably. In this paper we discuss competence in relation to SDMs, and develop a framework of competence which will serve as a vehicle for analyzing SDMs and their stance towards competence. A tentative analysis of a SDM is carried out to test the applicability of the framework.

Course Integration as Learning Environment for Increasing Competence.

Creating a realistic learning environment for Systems Analyst and Design (SAD) students is a challenge. Integrating discipline-oriented courses is one way of creating such an environment. This paper discusses a possible integration between two courses where the courses provide a basis for experiences that enrich the learning environment and give the students important competence in the IS field. The paper describes levels of integration and some consequences for students and lecturers. The discussion ends in a proposal for integration of the two courses. The integration of the courses will be on a so-called temporal co-ordination level where the main contributory factors are deliverables and the co-ordination of time allot-ted to the courses. The question of course integration is seen both from the lecturers’ perspective and the students’ perspective. The integration was tried out in the spring term 2002.
