  Digital technologies are increasingly used in global climate negotiations to enhance interaction and participation. However, global climate negotiations are characterized by paradoxes and tensions that complicate the resolution of the problem. Thus, the use of digital technologies can only be effective if orchestrated with an understanding of underlying global climate negotiations paradoxes. The objective of this paper is to identify research needs related to the intersection of global climate negotiations, paradoxes, and the use of digital technologies. We propose a research agenda based on paradoxes of global climate negotiations at different levels of online interaction. Two streams of research inform our research agenda: paradox theory and research on online communities. We illustrate our reasoning by discussing digital support for the United Nation's Conference of the Parties (COP) meetings for climate negotiations. The research agenda contributes to the digital governance field by sensitizing the community of the underlying paradoxes in global governance. The combination of online communities research and paradox theory offer novel guidance on complexity and potential challenges when applying digital technologies in global climate negotiations. Our research agenda can be used to develop appropriate response strategies as it highlights challenges in need of attention.

  In this paper we propose a framework to explain the possibilities of ICT in ICT4D. The PAR (Possibility, Action, Result) framework is based on the theoretical concepts of IS artifacts, affordances, and the capability approach, and is further refined by findings from an eGovernment project in Indonesia aiming to develop a digital platform to facilitate inclusive public debate for the citizens. The framework describes the process by which IS artifacts enable various action possibilities and choices. Furthermore, the framework shows how actors may realize their possibilities and choices, which in turn enhances their functioning. Our analysis also revealed the role of conversion factors, such as personal commitment and digital literacy, that hindered the actors' ability to actualize the possibilities of ICT. We make three main contributions. First, the PAR framework explains the process by which ICT can enhance individual and collective capabilities. Second, the concept of IS artifacts describes the perception of ICT possibilities and choices in the ICT4D context. Third, the process of feedback explains how an outcome of an action can lead to perception of new affordances.

  Purpose – The purpose of this study is to investigate the motivations of undergraduate students in choosing to study the information systems (IS) program and explore gender differences in students’ motivations. Design/methodology/approach – This study examines the results of an online survey of undergraduate IS students at a public university in Norway. An online survey was used to collect the data from undergraduate students who enrolled in an introductory IS course. T-test was used to test the differences between male and female students. Findings – The results identified that career-related factors such as job availability and job security were the two most prominent factors for both male and female students to choose IS. The results also show that male and female students have essentially similar motivations to choose IS. There were only two significant differences found between female and male students in the perceptions of the importance of factors that influence the decision to choose IS: “personal interest in subject matter” and “ease of study topics.” Male students rated the importance of personal interest and ease of study topics significantly higher than female students. Originality/value – Despite the fact that Norway is a highly digitalized and gender-equal country, women are still underrepresented in IT-related jobs and higher education studies. Findings from this study will help to understand the motivations of students in choosing IS and gender differences in their motivations in a highly gender-equal and digitalized European country.

  Scholars have been increasingly studying Online Communities (OCs) for a variety of purposes, focusing on issues like individual motivation, knowledge sharing, and governance structure. Few studies focused on the entanglement among technology, people, and organizational structures that support working dynamics within OCs. This paper addresses this issue by exploring causal mechanisms sustaining the collective actions of OCs through a retroduction process. Based on the study of the OC of an Italian political movement, the Five Star Movement, the concept of affordance is involved to describe the generative mechanisms and new affordances are identified on collective action within OCs. Our work contributes to a deeper understanding of the OCs phenomenon, explaining how the different components (people, technology, and organization) interact within a specific mechanism to achieve a specific result.

  The aim of participatory development (PD) in the context of using Information and Communication Technologies (ICT) for development (ICT4D) is to empower underprivileged communities and disadvantaged segments of the stakeholders. The literature on ICT4D is replete with empirical evidence showing that ICT interventions often fail since they are often externally initiated, with very limited involvement from the affected (Heeks, 2002). Clearly, the principles and concepts of PD are relevant to ICT4D. However, we should not consider PD a panacea but need to understand the caveats and processes by which PD happens. Questions to ask include: What are the various challenges in PD? Who are the relevant stakeholders? Why and how do actors enrol in the project? How do we create sustainable ICT4D projects through PD? To understand these research questions, we present a case analysis of a project in Nepal called the Nepal Wireless Networking Project (NWNP). Investigating the specific initiatives that they enabled, telemedicine, education and jobs, we propose that the key participants in the NWNP were activist actors and the affected and that activists drew upon existing Social Capital to enrol the affected through a process explained by Actor Network Theory (ANT). In the process, they built other forms of Social Capital, which in turn extended the benefits of PD to several mountain villages.

  Purpose Despite the potential of social media, it has proven difficult to get people actively involved in the decision-making processes. There is a need for more research on how stakeholders manage and use social media to communicate. Thus, we examine major stakeholders’ communication preferences in eParticipation initiatives and discuss how this affects the public sphere. Design/methodology/approach The study was conducted as a qualitative case study. Data sources include interviews, social media content, document analysis and field notes. Findings Communication preferences of stakeholders vary according to their salience level. Stakeholders with higher salience are less likely to participate in social media, while those who are less salient will use every available medium to gain influence. This challenges the opportunity to create a traditional public sphere in social media. Research limitations/implications We contribute to a better understanding of who participates in social media and why. Stakeholder salience analysis shows that in the case of citizen-initiated eParticipation, social media cannot be seen as a Habermasian public sphere. Practical implications We suggest two approaches for government officials’ handling of social media: 1) to treat social media as a channel for input and knowledge about the concerns of citizen groups and 2) to integrate social media in the formal processes of decision making in order to develop consultative statements on specific policy issues. Originality/value Our findings extend current knowledge of the public sphere by adding the stakeholder perspective in addition to existing evaluative models of the public sphere.

  we present findings from our study of the alternative news site “Sørlandsnyhetene”, which was set up before the 2019 local elections. Sørlandsnyhetene mainly covered the city of Kristiansand in the Agder region of Norway. We have performed a qualitative content analysis of the site and analyzed it according to traditional criteria for deliberation. As expected, Sørlandsnyhetene does not do well when compared to traditional deliberative ideals. However, the site was (and remains) highly popular as an alternative to the established media in the region. Thus, we lean towards understanding this phenomenon as an alternative news source, created due to a lack of trust in established media and the political parties of the city.

  This doctoral thesis explains the role of social media within eParticipation from the perspective of politicians in the Indonesian context using the Technology Affordance and Constraints Theory (TACT) as a lens. Previous research findings into citizens’ perceptions of social media in eParticipation have been ambivalent; namely, social media can both encourage and discourage the democratic process depending on where, when, and how it is used. Furthermore, there is little understanding of the role of social media in influencing decision-making in the democratic process from the politicians’ perspective. Thus, my research is focused on gaining a more in-depth understanding of the role of social media in eParticipation from perspective of politicians through three main research questions: (1) How do politicians use social media for eParticipation purposes? (2) What are the constraints of social media use within eParticipation? and (3) What are the conditions needed for social media affordance acutalization to take place? I used a qualitative-interpretive case study approach, guided by TACT, to answer these research questions. Interpretive research has the potential to produce extensive insights into the phenomena and can help researchers better understand human actions in a social and organizational context. This approach was used to examine social media affordances, constraints and facilitating conditions for social media use in eParticipation from the perspective of politicians at three level of Indonesian parliament: district, provincial and national. This doctoral thesis offers theoretical and practical contributions. From a theoretical perspective, a framework for the feedback loop affordance actualization process provides a conceptualization of unintentional affordance actualization and mindful actualization of new affordances. Practical contributions include: first, making explicit the role of social media for politicians in eParticipation, both in terms of internal and external social media affordances. Second, the framework can be used to identify social media constraints that can discourage politicians from using social media for eParticipation purposes. Identified constraints can be categorized as: technological, informational, personal, legal and socio-cultural. Third, this thesis identifies any significant facilitating conditions for social media that can have an effect on eParticipation from the perspective of politicians. vii This thesis puts forward practical social media implementation strategies for eParticipation that align with eParticipation goals; namely, to improve democratic governance, and encourage inclusion, transparency and participatory outcomes. Practical implications are categorized as managerial, policy or socio-cultural. This thesis first examines how such implementation strategies can be adopted within a similar context in Indonesia. Secondly, it acknowledges that supportive regulations are a crucial facilitating condition for social media to be effectively utilized in eParticipation. This thesis suggests, therefore, that the government pay attention to, and adjust any unsupportive regulations that could impede the use of social media by eParticipation stakeholders to support the democratic process. Thirdly, in this thesis, strict customary norms are identified as indigenous factors that determine how social media for eParticipation is implemented in a particular setting. Therefore, context is an important factor when investigating the application and implementation of Information and Communication Technology (ICT) in a specific setting. Several limitations are addressed in this thesis where they represent the direction that future research avenues could take on social media use within an eParticipation framework.
