The study examines how the incident commanders, through simple communicative actions, can foster swift trust among spontaneous volunteers, and how this influences the emergence of organizing communication in situations involving large numbers of volunteers. When spontaneous volunteers develop a higher degree of organizationality, the police may need to allocate fewer resources to direct supervision and control.
