In 2019, a legal requirement was implemented mandating that anyone applying for promotion or a position involving teaching at a Norwegian university or college had to first complete a basic course in university pedagogy. The aim of this requirement is to strengthen the practical-pedagogical competence of university-level educators. In this chapter, the authors detail how the basic course is organized and conducted at the University of Agder. They then explore four factors regarding the course’s impact on teaching: (i) participants’ attitudes towards teaching, (ii) preparation for teaching, (iii) execution of teaching, and (iv) evaluation of teaching. The insights gained from this chapter are valuable as they shed light on the learning outcomes of such courses. Thus, the chapter makes an important empirical contribution to the debate on practical-pedagogical competence at Norwegian universities and colleges.

Today, regional industries are confronted with an increasing imperative to restructure towards more sustainable production processes. As a result, regions are now experiencing several green industry initiatives being launched concurrently within their boundaries. Research on regional innovation and evolutionary economic geography (EEG) has acknowledged that the coevolution of industrial paths can be important for regional development. Nevertheless, most research has focused on developing singular paths in different regions. Thus, we have limited knowledge of how multiple emerging regional green initiatives compete or interact with existing strong industries and each other within the same region, as well as how regional innovation system (RIS) factors might influence such interpath dynamics. This chapter addresses this knowledge gap by providing a theoretical and empirical exploration of how multiple green initiatives may influence each other and the overall regional green transition. Empirically, the chapter draws on data from the Agder region in southern Norway.

Green transformation of industry and society is high on the research and policy agenda. The article presents a proposal for a theoretical framework for studying technological change based on the employment of system functions drawn from the literature on technological innovation systems in conjunction with existing theorisation on regional restructuring and change agency. The empirical focus of this article is on the Grenland region in Norway, a thick and specialised region that focuses on the ‘greening’ of traditional industries. The empirical data were gathered through an in-depth case study of the ongoing restructuring process in Grenland and further by adopting a path tracing methodological approach building on interviews held with key actors, in addition to desk research. The findings revealed how the restructuring process in Grenland can be broken down and understood by empirically examining links between different types of change agency and the utilisation of system functions. The author concludes that the findings provide important insights into the theoretical debate on how agency on a micro-level relates to institutional evolution and structural change.

This paper explores the role that industrial culture and human agency play in regional industrial development. It makes three contributions. First, it discusses and explores the concept of regional industrial culture and examines its relevance for regional industrial development. Second, it identifies and investigates two main forms of regional industrial culture: one self-interest dominated type and one community dominated type. Third, the paper discusses how firm – and system-level agencies can contribute to changing the dominant form of industrial culture at the regional level. The paper also provides a study of the regional industrial culture and change in the culture by key actors and agency in the Molde region in Western Norway since 2010. The empirical study demonstrates that the concepts of self-interest and community dominated culture and their link to firm – and system – level agency is relevant to capture and describe a regional industrial culture and potential changes within it. We found that the industrial cultural change in the Molde region could be regarded as mainly being the outcome of system level agency performed by both firm – and system – level actors.

This article provides insights into how and where new industries emerge and grow through theoretical reasoning and the advancement of relevant arguments through empirical examples from industry emergence in two Norwegian regions: the establishment of the boatbuilding and the electronics industry in Arendal; and the cancer medicine and educational technology industry in Oslo. The article focuses on culture as an important asset for new industry emergence. We argue that industry emergence is supported if organizational culture in emerging industries and existing or altered regional industrial culture become aligned. The four industry cases demonstrate how in some situations industries emerge through a branching route, for example, related spin-offs, while in other cases they emerge through a creation route based on unrelated local start-ups or importation. We argue that an alignment of organizational and regional industrial culture is more easily achieved in the branching than in the creation route.

This paper provides a conceptual framework to understand the innovation-based restructuring of industries in a regional context. The framework includes how firms create new assets, reuse existing assets and destruct hampering assets to support innovation processes. The framework also covers how such asset modifications take place at the innovation system level. A core argument is that innovation activity is strengthened and regional restructuring supported when firms’ internal assets are aligned with assets at the regional innovation system level. We illustrate the framework with empirical examples of how digitalization as an innovation process takes place in firms in traditional manufacturing industries and in local newspapers in the Agder region in southern Norway.

The point of departure for this dissertation is the need for many regional industries to change to cope with grand societal challenges. Such industrial restructuring includes changes within existing industries as well as the emergence of new industries. The regional innovation system (RIS) approach highlights the importance of the regional context for developing and utilising new knowledge and innovation enabling regional industrial change. Recent research has combined the RIS approach with insights from evolutionary economic geography (EEG) with the aim of explaining how the pace and direction of new regional industrial development and change. Despite this interest in processes and pre-conditions related to structural change, there is still a knowledge gap concerning how specific patterns of change agency contribute to new regional industrial emergence and change. Further, it is widely acknowledged that RISs need to be reconfigured and become more ‘challenge oriented’ to cope with grand societal challenges, yet there is little empirical evidence on how such processes play out within regional contexts. This dissertation aims to further develop literature on RISs and regional restructuring by exploring the role of regional industrial culture in regional industrial development, emphasizing its significance as an important part of informal institutions within a RIS. Additionally, it contributes to the understanding of how agency influences regional structures and highlights the importance of actors in shaping regional frameworks to support the greening of highly polluting industries and circular strategies like industrial symbiosis. By focusing on cases targeting climate change as a grand societal challenge, it illustrates how regional actors can orient parts of a RIS towards addressing societal challenges, informing regional innovation policies. Finally, it identifies barriers to reorienting RISs, such as regulatory and policy misalignment across different scales of development. This dissertation comprises four articles, three of which have been published in peer-reviewed journals, while the fourth has been submitted for review. The articles are preceded by a ‘kappa’, which introduces an analytical framework building on central theoretical concepts and main findings and contributions. The kappa also includes the applied methodology and research design. All four articles have included qualitative methods through desk research, and three of the articles also involved semi-structured interviews. The empirical focus of the articles is on five different regions in Norway. The overall contribution of the articles in this dissertation is to deepen our understanding of how regional industrial systems evolve to support existing industries, foster the growth of new industries, and address wider societal challenges. They also provide a foundation for further theoretical advances and empirical studies in this field.
