Arne Isaksen is Professor at the Department of Working Life and Innovation at the School of Business and Law at the University of Agder. He holds a Dr. Polit. in Social Geography from the University of Oslo.

Isaksen has an extensive collection of international publications and a significant number of citations. He is published in reputable journals in the field of Economic Geography and Regional Development, includingRegional Studies, Journal of Economic Geography, Entrepreneurship & Regional DevelopmentvandvEconomic Geography. Isaksen has co-edited and authored six academic books for Norwegian publishing houses, one book for a Nordic publishing house and three for an English publishing house. He is chief editor of the Norwegian Journal of Geography/Norsk Geografisk Tidsskrift.

Isaksen has been employed at the University of Agder since 2000, where he has served as Head of Department and Study Coordinator for the master program for Industrial Economics. Before joining UiA, Isaksen was a researcher in Agderforskning and the STEP Group.

Today, Isaksen has had frequent contact with policy makers, especially in Agder county council and The Research Council of Norway. He is often invited to speak at seminars and workshops related to regional industrial development, innovation and innovation policy.

Isaksen has previously led a major project in a Research Councils Program for regional research and development and innovation (2011-2016). The project included several Norwegian and foreign research institutions, and led, among other things, to two Norwegian academic books and a special issue in the journal European Planning Studies. Isaksen is, from 2018 to 2019, leading a project about 'Restructuring og industry and public sector in Agder through service innovations based on digital teknology' for tthe Regional Research Fund Agder. He leads from 2020 a five year project on 'Innovation policy for grand societal challenges' financed by Aust-Agder Development and Competence Fund and which aims to strengthen the innnovation research at the Department of Working Life and Innnovation.

Research

Academic interests

Isaksen’s research if focused on regional industrial development and innovation. More specifically, Isaksen explores how industries emerge and develop in different geographical areas, how companies are incorporated and supported by regional clusters and innovation systems, and what promotes innovation in firms and industrial environments. Most of his research is theoretically based case studies, which aim to develop concepts and theories that contribute to a better understanding of different aspects of regional development and innovation.

This paper explores the role that industrial culture and human agency play in regional industrial development. It makes three contributions. First, it discusses and explores the concept of regional industrial culture and examines its relevance for regional industrial development. Second, it identifies and investigates two main forms of regional industrial culture: one self-interest dominated type and one community dominated type. Third, the paper discusses how firm – and system-level agencies can contribute to changing the dominant form of industrial culture at the regional level. The paper also provides a study of the regional industrial culture and change in the culture by key actors and agency in the Molde region in Western Norway since 2010. The empirical study demonstrates that the concepts of self-interest and community dominated culture and their link to firm – and system – level agency is relevant to capture and describe a regional industrial culture and potential changes within it. We found that the industrial cultural change in the Molde region could be regarded as mainly being the outcome of system level agency performed by both firm – and system – level actors.

Research in economic geography on innovation and regional development is an important and thriving research area in Scandinavia, which has contributed significantly to theoretical and empirical advancements beyond the Scandinavian research environments. This chapter demonstrates how the field has developed and changed its focus over the years, touching upon and developing around central academic and societal topics from deindustrialisation, clusters and regional innovation systems to creativity, green transition and changing regional development paths. The chapter focuses on how research milieus have developed in Scandinavia, how theories, methodologies and methods have advanced and how researchers have worked together nationally and internationally during the last four decades.

ABSTRACT The purpose of the article is to analyse regions’ varying preconditions for digitalisation of industry and, on that basis, discuss regionally tailored policy strategies to stimulate digitalisation. Building on both regional innovation system and asset modification approaches, the authors suggest a theoretical framework that identifies regions’ potential for digitalisation from their stock of relevant assets at the firm and innovation system level. The analysis identifies four types of regions with different preconditions for supporting digitalisation of industries. This in turn provides the foundation for a discussion of the role of actor-based and system-based policy strategies to support digitalisation in each type of region. From the existing literature, the authors discuss empirical examples of digitalisation within each of the four types of regions but also highlight that individual regions need to tailor the portfolio of policy support within the identified strategy, as each region is structurally and institutionally unique.

This paper introduces an analytical framework for understanding how specialized and diversified regional innovation system (RIS) differ in the way an entrepreneurial discovery process (EDP) is likely to unfold. To analytically explore the proposed framework, we deploy a sequential explanatory design approach, using quantitative data to analyze the regional industry structure of the city regions of Bergen and Stavanger in Western Norway, followed by a qualitative analysis of interviews with key stakeholders in both regions. We find that the city regions face unique challenges that align with an understanding of their respective RIS categorization, providing evidence that the framework proposed serves as a useful guide in understanding the development of an EDP.

This article provides insights into how and where new industries emerge and grow through theoretical reasoning and the advancement of relevant arguments through empirical examples from industry emergence in two Norwegian regions: the establishment of the boatbuilding and the electronics industry in Arendal; and the cancer medicine and educational technology industry in Oslo. The article focuses on culture as an important asset for new industry emergence. We argue that industry emergence is supported if organizational culture in emerging industries and existing or altered regional industrial culture become aligned. The four industry cases demonstrate how in some situations industries emerge through a branching route, for example, related spin-offs, while in other cases they emerge through a creation route based on unrelated local start-ups or importation. We argue that an alignment of organizational and regional industrial culture is more easily achieved in the branching than in the creation route.

This paper provides a conceptual framework to understand the innovation-based restructuring of industries in a regional context. The framework includes how firms create new assets, reuse existing assets and destruct hampering assets to support innovation processes. The framework also covers how such asset modifications take place at the innovation system level. A core argument is that innovation activity is strengthened and regional restructuring supported when firms’ internal assets are aligned with assets at the regional innovation system level. We illustrate the framework with empirical examples of how digitalization as an innovation process takes place in firms in traditional manufacturing industries and in local newspapers in the Agder region in southern Norway.

Background: The paper examines the regional effects of a general innovation policy, i.e. a policy tool that does not target specific industries or subnational regions. General policy tools are an important part of the portfolio of innovation policy measures. However, there is a question over whether general tools are equally relevant for all types of firms, irrespective of their size, sector and location. Findings: The economic geography and innovation study literature, as well as the EU’s Smart Specialization approach, are based on the view that innovation policy tools must be adapted to specific regional conditions. General policy tools are insufficient unless they are adapted to individual regions. This paper examines the regional distribution of support from the Norwegian Skattefunn scheme, which is a tax incentive scheme designed to stimulate R&D activity in all types of enterprises, which has supported more than 24,000 approved R&D projects between 2002 and 2013. Based on our regression analysis, we observe that regional innovation system (RIS) variables are important for explaining the region’s ability to attract Skattefunn funding. Conclusions: Skattefunn projects are quite evenly spread across labour market regions, which are grouped into a geographical centre–periphery pattern. That is, being in a peripheral location is not a disadvantage. However, at a more detailed regional level, the Skattefunn scheme tends to favour firms in specific industries and in regions with a relatively developed regional innovation system.

Norge har et variert næringsliv, deler av næringslivet er svært FoU-intensivt, andre deler i mye mindre grad. Det er i dag stor grad av enighet blant både akademikere, politikere og i ulike deler av virkemiddelapparatet at det vil være fordelaktig for Norges samlede verdiskaping at FoU-intensiteten økes, og kanskje i særlig grad i de deler av næringslivet som i dag i liten grad er FoU-aktive. Det store innovasjonspolitiske spørsmålet blir da hvordan man på best mulig måte og med bruk av minst mulig ressurser kan bidra til å øke FoUaktiviteten i næringslivet. I dag er en lang rekke innovasjonspolitiske virkemidler rettet inn mot målet om å øke FoU-aktiviteten. På ulike måter adresserer programmer som SkatteFunn, klyngeprogrammene, samhandlingsprosjektene i VRI, BIA, SFI, mfl. denne tematikken i praksis. Disse programmene har, og fortsetter å produsere, ett mangesidig og komplekst sett av erfaringer og resultater. Det vil fremdeles kreve en betydelig og økt innsats før innovasjonsforskere forstår alle de viktige og politikkrelevante sider av arbeidet og resultatene som blir generert gjennom disse programmene. I denne rapporten søker vi derfor både og gi et rammeverk og begreper for å forstå noe av denne kompleksiteten samt å presentere noen av de nyeste dataene vi har hatt tilgang på i arbeidet med denne rapporten. I samråd med prosjektets oppdragsgiver, har vi i dette arbeidet fokusert på følgende tre spørsmål: 1. Hvordan kan en identifisere regioner og næringsmiljøer med en betydelig andel bedrifter med vekstpotensial som kan utløses dersom bedriftene får bedre tilgang på FoU-basert kunnskap? 2. Hvordan identifisere næringer med størst behov og potensial for mobilisering til næringsrettet FoU? 3. Hva er mulige nye virkemidler for å øke bedriftenes evne til å utnytte investeringer i FoU (absorpsjonskapasitet)?
