This doctoral thesis is an organizational study that explores the institutional and organizational issues behind education inequality in Indonesia that has been perceived as taken for granted.
By examining multiple cases in which Indonesian public schools experienced and responded to conflicting institutional demands associated with school admission, i.e., the long-existing demand for selectivity vs. the emerging demand for inclusivity, this work draws on and contributes to the institutional theory of organizations.
This thesis answers the following two research problems:
(1) How do public sector organizations respond to an intra-institutional contradiction?
(2) How can both institution-level influences and organizational attributes explain the organizational responses?
Based on the empirical findings, it can be concluded that public sector organizations, particularly those facing conflicting institutional pressures imposed by a dominant institutional actor, tend to exhibit homogeneous strategy bundles in responding to institutional contradictions.
These response bundles indicate conformity to one institutional demand, i.e., the long-institutionalized practice and resistance to the counter normative one. The commonality of response patterns occurred because of cultural-cognitive aspects of institutional influence, which is called a stereotypical isomorphic influence.
However, further analysis reveals variations in particular responses to the emerging demand for inclusivity, which was perceived as controversial.
The configurations of conflicting institutional demands’ characteristics and organizational attributes played an essential role in determining resistance strategies adopted by the schools, which hampered efforts to institutionalize inclusive education in Indonesia.
