Call for papers
Scandinavian Workshop on e-Government
Kristiansand, 2-3 February 2009

The Scandinavian Workshop on eGovernment was first arranged in 2004 to chart current research going on in Scandinavia and form creative partnerships across countries and disciplines. It has since become an annual event, jointly arranged and hosted in turn by Örebro University, Copenhagen Business School, and the University of Agder. SWEG2009 is jointly arranged with DEMO-net (http://www.demo-net.org).
E-Government has been on the agenda for a number of years now, and it is time to question the research findings and the practical implications. Are we able to solve problems concerning various flavors of interoperability (e.g. technical and organizational)? Are we developing appropriate standards and architectures? Are we achieving value from our investments in e-Government applications? And how do we know if we are? Is the public sector being transformed through implementation of new systems? Is democratic participation increasing? And can our experiences and research findings be transferred to developing countries?
We invite submissions within these and other themes within e-Government and welcome contributions from a range of disciplines such as public administration, political science, information systems / informatics, economics, sociology, and law.
The workshop invites both research papers and discussion papers. Research may include both empirical and conceptual work. Research may be completed or in progress. One main purpose is to engage PhD students in the field. Instead of publishing proceedings formally, we will use this workshop to prepare papers for publication in established outlets. Consequently, material presented at SWEG will not be copyright protected and can be submitted to other conferences or journals without question.
Submission formats
Papers can be short position papers, full research papers, or discussion papers. Authors should restrict the maximum length of their papers to 5-8 000 words. Formatting guidelines will be made available from the workshop website. Papers will be informally reviewed. As the workshop looks for innovative research and strives to invite all actors in the field in Scandinavia only clearly inappropriate papers will be rejected. Each paper will be assigned discussants who will prepare discussion.
As the purpose of SWEG can be seen as "a step on the way" to EGOV 09, we encourage authors to use the formatting guidelines used in Springer Verlag`s Lecture Notes in Computer Science.

Workshop fee: 110, covering lunch for two days and one dinner.
